【摘要】：基于外部評估和監(jiān)督的視角,以政府財務(wù)會計與政府財務(wù)報告系統(tǒng)為主要技術(shù)支撐,構(gòu)建適用于外部評估主體的預(yù)算績效指標(biāo)體系。運用因子分析法研究1992年~2012年我國政府預(yù)算績效情況,發(fā)現(xiàn)盡管我國政府預(yù)算績效的整體水平較低,但近幾年呈現(xiàn)上升趨勢。對2012年我國各省級地區(qū)政府預(yù)算績效情況的研究表明:地區(qū)間政府預(yù)算績效極不平衡,東部地區(qū)的預(yù)算績效要高于中部和西部地區(qū)。
[Abstract]:Based on the perspective of external evaluation and supervision, the government financial accounting and government financial reporting system is the main technical support. This paper constructs a budget performance index system suitable for external evaluation subjects. Using factor analysis method to study the performance of our government budget from 1992 to 2012, it is found that although the overall level of government budget performance is relatively low, However, in recent years, the research on the performance of the provincial government budget in 2012 shows that the performance of the government budget between regions is very unbalanced, and the budget performance of the eastern region is higher than that of the central and western regions.
