【摘要】：自2008年高校擴(kuò)招以來,山東省高等教育財(cái)政支出就處于高速擴(kuò)張的階段。山東省高等院校眾多,其中“985”,“211”的高等院校3所,本科院校43所。除了部分高等院校由國(guó)家承擔(dān)教育經(jīng)費(fèi)外,山東省大部分高等院校經(jīng)費(fèi)都由山東省財(cái)政支持。部分高校擴(kuò)招之后,債臺(tái)高筑。山東省高等教育不僅財(cái)政支出壓力大,而且財(cái)政支出效率低下。財(cái)政支出效率低下嚴(yán)重阻礙了山東省高等教育的發(fā)展。因而,提高財(cái)政支出效率勢(shì)在必行。開展山東省高等教育財(cái)政支出效率評(píng)價(jià),可以發(fā)現(xiàn)山東省高等教育財(cái)政資金運(yùn)用效率低下的問題所在,對(duì)提高其財(cái)政支出效率提供更多的改善建議。這篇文章總共包含5個(gè)組成部分。第一部分主要是針對(duì)山東省高等教育財(cái)政支出效率評(píng)價(jià)的研究背景及研究意義的介紹,同時(shí)還包括國(guó)內(nèi)外高等教育財(cái)政支出效率的文獻(xiàn)綜述,以及本篇文章的研究思路和方法,本文的創(chuàng)新點(diǎn)及不足之處。第二部分則是高等教育財(cái)政支出效率評(píng)價(jià)理論基礎(chǔ),以及對(duì)于國(guó)內(nèi)外相關(guān)研究成果進(jìn)行相應(yīng)的評(píng)價(jià)。第三部分是描述山東省現(xiàn)有的高等教育財(cái)政支出效率的現(xiàn)狀。第四部分是進(jìn)行山東省高等教育財(cái)政支出效率的實(shí)證研究。選取2012-2013年份山東地區(qū)高校數(shù)據(jù)作為樣本,選用數(shù)據(jù)包絡(luò)模型對(duì)這些高校的投入產(chǎn)出效率進(jìn)行實(shí)證分析,從而得出山東地區(qū)高校財(cái)政支出效率的評(píng)價(jià)。第五部分是在歸納總結(jié)以上部分的前提下,羅列出山東省高等教育財(cái)政支出效率評(píng)價(jià)中的問題,對(duì)提高山東省高等教育財(cái)政支出效率進(jìn)行政策建議。
[Abstract]:Since 2008, the higher education financial expenditure of Shandong Province has been in the stage of rapid expansion. There are many colleges and universities in Shandong Province, of which "985" and "211" are three colleges and universities. 43 colleges and universities. Except for some institutions of higher learning, the state is responsible for the education funds, most of the funds for higher education in Shandong Province are supported by Shandong Province's financial support. After some colleges and universities have expanded their enrollment, High debts. Higher education in Shandong Province not only the pressure of financial expenditure, but also the low efficiency of fiscal expenditure. The low efficiency of fiscal expenditure seriously hindered the development of higher education in Shandong Province. It is imperative to improve the efficiency of financial expenditure. If we carry out the evaluation of the efficiency of higher education expenditure in Shandong Province, we can find the problem of low efficiency in the use of financial funds for higher education in Shandong Province. This article consists of five parts. The first part is mainly about the research background and significance of the evaluation of the efficiency of higher education expenditure in Shandong Province. At the same time, it also includes the literature review of the financial expenditure efficiency of higher education at home and abroad, as well as the research ideas and methods of this article, the innovations and shortcomings of this paper. The second part is the theoretical basis of the evaluation of the financial expenditure efficiency of higher education. The third part is to describe the current situation of the financial expenditure efficiency of higher education in Shandong Province. Part 4th is the actual efficiency of higher education expenditure efficiency in Shandong Province. Selecting the data of Shandong universities and colleges in 2012-2013 as the sample, This paper selects data envelopment model to analyze the input-output efficiency of these colleges and universities, and then obtains the evaluation of the efficiency of financial expenditure of colleges and universities in Shandong. Part 5th is based on the conclusion of the above parts. The problems in the evaluation of the efficiency of higher education expenditure in Shandong Province are listed, and some policy suggestions are made to improve the efficiency of higher education expenditure in Shandong Province.
