【摘要】：【目的】以新疆阿瓦提縣為例,分析新疆棉花補(bǔ)貼政策、存在的問(wèn)題及對(duì)策。【方法】實(shí)地調(diào)查阿瓦提縣政府、鄉(xiāng)政府、村棉農(nóng)代表、棉花加工企業(yè)、棉花貿(mào)易企業(yè)等相關(guān)單位,采用面對(duì)面交流、資料(含統(tǒng)計(jì)數(shù)據(jù))查詢、相關(guān)文件閱讀、問(wèn)卷等方法,了解阿瓦提縣棉花補(bǔ)貼政策的落實(shí)情況及存在的問(wèn)題�！窘Y(jié)果】現(xiàn)有補(bǔ)貼政策對(duì)新疆棉花發(fā)展的促進(jìn)和棉農(nóng)收入的提高作用是肯定的,但現(xiàn)有補(bǔ)貼政策程序復(fù)雜、工作量大、成本高目標(biāo)價(jià)格補(bǔ)貼操作難、糾紛多,補(bǔ)貼資金發(fā)放不及時(shí),補(bǔ)貼資源分配不公,補(bǔ)貼政策及配套管理措施不完善,以及收儲(chǔ)政策導(dǎo)致國(guó)內(nèi)紡織業(yè)萎縮,高價(jià)補(bǔ)貼不利于構(gòu)建棉花產(chǎn)業(yè)的市場(chǎng)化調(diào)節(jié)機(jī)制�！窘Y(jié)論】簡(jiǎn)化程序,提前發(fā)放,構(gòu)建補(bǔ)貼政策制定、落實(shí)與監(jiān)督互動(dòng)機(jī)制,做好補(bǔ)貼政策落實(shí)的前期準(zhǔn)備工作,完善補(bǔ)貼法制化建設(shè)。調(diào)低棉花目標(biāo)價(jià)格,加大"綠箱"補(bǔ)貼水平,具體補(bǔ)貼方案應(yīng)對(duì)大、小戶棉農(nóng)采取補(bǔ)貼標(biāo)準(zhǔn)差別化管理、有利于促進(jìn)社會(huì)穩(wěn)定,和提高補(bǔ)貼資源分配公開(kāi)、公平,以現(xiàn)代化農(nóng)場(chǎng)管理模式為發(fā)展方向,降低生產(chǎn)成本,鎖定補(bǔ)貼目標(biāo),確保提高我國(guó)棉產(chǎn)業(yè)整體市場(chǎng)競(jìng)爭(zhēng)力。
[Abstract]:[objective] taking Awati County of Xinjiang as an example, this paper analyzes the cotton subsidy policy, existing problems and countermeasures in Xinjiang. [methods] the Awati county government, township government, village cotton farmers' representatives, cotton processing enterprises, cotton trading enterprises and other related units are investigated. Using face-to-face communication, data (including statistical data) query, related documents reading, questionnaire and other methods, Understand the implementation situation and existing problems of cotton subsidy policy in Awati County. [results] the effect of the existing subsidy policy on the promotion of cotton development and the increase of cotton farmers' income in Xinjiang is positive, but the existing subsidy policy procedures are complex and the workload is heavy. The high cost target price subsidy operation is difficult, the dispute is many, the subsidy fund is not issued in time, the subsidy resource distribution is unfair, the subsidy policy and the supporting management measure are not perfect, and the reserve policy causes the domestic textile industry to shrink. [conclusion] simplify the procedure, issue in advance, construct the subsidy policy formulation, implement and supervise the interactive mechanism, and do the preparatory work for the implementation of the subsidy policy. To improve the legal construction of subsidies, to lower the target price of cotton, to increase the "green box" subsidy level, the specific subsidy scheme should be large, and the small household cotton farmers should adopt differential management of subsidy standards, which is conducive to promoting social stability. And improve the distribution of subsidy resources open and fair, take the modern farm management mode as the development direction, reduce the production cost, lock in the subsidy target, ensure to improve the overall market competitiveness of China's cotton industry.
