【摘要】：本文從出口參與和出口規(guī)模、出口進入與退出、出口質量和結構三個層次考察地方財政分權對企業(yè)出口行為的影響,并引入其與集聚經(jīng)濟的交互作用,討論基層財政權力下放對集聚出口效應的影響。采用2000—2009年的制造業(yè)企業(yè)數(shù)據(jù),應用二值選擇模型、斷尾回歸和Heckman估計等方法進行研究,基本結論如下:地方財政分權程度的上升,顯著提高了當?shù)仄髽I(yè)的出口參與和出口規(guī)模,動態(tài)地看,促進了新企業(yè)進入出口市場,減少了退出出口市場的概率;地方財政分權對于發(fā)揮集聚經(jīng)濟的"出口溢出"效應有積極作用,且在專業(yè)化集聚和多樣化集聚中同樣存在;地方財政分權程度的提高,不利于出口企業(yè)產(chǎn)品質量的提升,同時提高了企業(yè)出口上游度,使其更接近產(chǎn)業(yè)鏈上游。
[Abstract]:This paper examines the influence of local fiscal decentralization on enterprises' export behavior from three levels: export participation and export scale, export entry and exit, export quality and structure, and introduces the interaction between local fiscal decentralization and agglomeration economy. This paper discusses the effect of fiscal decentralization on export agglomeration. The data of manufacturing enterprises from 2000 to 2009 are used to study the effects of fiscal decentralization on export agglomeration. The methods of binary selection model, tail-broken regression and Heckman estimation are used to study the effect of decentralization on export agglomeration. The basic conclusions are as follows: the increase of the degree of local fiscal decentralization has significantly increased the export participation and export scale of local enterprises, promoted the new enterprises to enter the export market dynamically, and reduced the probability of withdrawing from the export market; Local fiscal decentralization plays a positive role in exerting "export spillover" effect of agglomeration economy, and it also exists in specialized agglomeration and diversification agglomeration. At the same time, it improves the upstream degree of enterprise export, making it closer to the upstream of the industrial chain.
