【摘要】：人類生存離不開物質(zhì)保障，糧食是物質(zhì)保障的重要構(gòu)成，糧食不僅能夠使社會實現(xiàn)穩(wěn)定發(fā)展，還能確保國家經(jīng)濟安全、政治穩(wěn)固。但糧食生產(chǎn)容易受到許多因素的影響，國家應該制定一些補貼政策使糧食生產(chǎn)能夠順利進行。最近幾年，，我國農(nóng)民在種植糧食時很難提高產(chǎn)量，世界各國也出現(xiàn)糧食危機，在這種嚴峻的形勢下，我國必須制定糧食政策使糧食生產(chǎn)得到保障。最初，糧食補貼政策以流通領(lǐng)域為主，如今它已經(jīng)轉(zhuǎn)向農(nóng)民，補貼政策的出臺，不僅能夠增加農(nóng)民的收入，還能提高糧食產(chǎn)量，但在貫徹和執(zhí)行政策時也出現(xiàn)了一些問題，使政策發(fā)揮的作用受到了影響。當前，我國需要解決的一個問題是如何對我國糧食補貼政策的效果進行全面分析，找出影響政策實施的因素，在分析后提出解決方法和策略，進而推動糧食產(chǎn)業(yè)實現(xiàn)健康發(fā)展。 本文站在多個角度上分析了糧食補貼政策，同時采用實證分析法進行了深入研究，結(jié)合相關(guān)理論分析了糧食補貼發(fā)揮的作用，論述了我國糧食補貼政策在各時期的表現(xiàn)，對目前實施的補貼政策以及發(fā)揮的效果進行了分析，在對政策發(fā)揮的效果進行評估后，指出補貼政策中的一些缺陷和不足，隨后提出一些建議和策略用來完善補貼政策。
[Abstract]:Human beings can not survive without material security. Grain is an important component of material security. Food can not only make society achieve stable development, but also ensure national economic security and political stability. However, food production is easily affected by many factors. The state should formulate some subsidy policies to enable grain production to proceed smoothly. In recent years, it has been very difficult for Chinese farmers to increase their output while growing grain, and food crises have also occurred in various countries around the world. Under such a severe situation, Our country must formulate a grain policy so that grain production can be safeguarded. Originally, the grain subsidy policy was dominated by circulation, but now it has turned to farmers. The introduction of the subsidy policy can not only increase farmers' income, but also increase grain production. However, some problems have emerged in the implementation and implementation of the policy, which has affected the role of the policy. At present, one of the problems that our country needs to solve is how to conduct a comprehensive analysis of the effect of the grain subsidy policy in our country. The factors influencing the implementation of the policy are found out, and the solutions and strategies are put forward after analysis, so as to promote the healthy development of the grain industry. In this paper, the grain subsidy policy is analyzed from several angles. At the same time, the empirical analysis method is used to study the effect of grain subsidy, and the performance of China's grain subsidy policy in different periods is discussed. This paper analyzes the current subsidy policy and its effect, after evaluating the effect of the policy, points out some defects and deficiencies in the subsidy policy, and then puts forward some suggestions and strategies to perfect the subsidy policy.
