【摘要】：貧困問(wèn)題是任何一個(gè)國(guó)家都無(wú)法避免的社會(huì)經(jīng)濟(jì)現(xiàn)象。因此減緩貧困已成為全人類社會(huì)所共同承擔(dān)的任務(wù)與責(zé)任。由于城鄉(xiāng)經(jīng)濟(jì)發(fā)展差距很大，貧困人群主要集中在農(nóng)村，落后的農(nóng)村經(jīng)濟(jì)發(fā)展水平直接制約了我國(guó)小康社會(huì)的發(fā)展。河北既是農(nóng)業(yè)大省，又是環(huán)首都經(jīng)濟(jì)圈的一員，扶貧的重?fù)?dān)自然相當(dāng)艱巨。在影響貧困地區(qū)經(jīng)濟(jì)發(fā)展的因素里，資金占首要位置。因此，深入詳細(xì)的研究農(nóng)村財(cái)政扶貧資金的運(yùn)作管理問(wèn)題，，為河北省農(nóng)村財(cái)政扶貧工作提供了重要的參考價(jià)值。本論文研究的主要內(nèi)容如下：（1）對(duì)河北省農(nóng)村財(cái)政扶貧資金運(yùn)作管理情況進(jìn)行了系統(tǒng)的梳理與研究。首先，將我國(guó)扶貧工作歷史進(jìn)程合理劃分為了四個(gè)階段：“體制改革推動(dòng)扶貧階段”，“大規(guī)模開(kāi)發(fā)式扶貧階段”，“扶貧攻堅(jiān)階段”，“扶貧開(kāi)發(fā)新階段”，并對(duì)四個(gè)階段的資金運(yùn)作管理方式進(jìn)行了詳細(xì)的分析和研究。其次，梳理了河北省農(nóng)村財(cái)政扶貧資金運(yùn)作管理現(xiàn)狀。最后，指出了河北省農(nóng)村財(cái)政扶貧資金運(yùn)作管理存在的問(wèn)題：扶貧資金投入不足、脫貧難度加大；扶貧資金傳遞系統(tǒng)缺乏制衡與約束；財(cái)政扶貧資金分配不規(guī)范，不合理，扶貧效益欠佳；扶貧資金使用分散，“漏出”嚴(yán)重；監(jiān)督管理機(jī)制不健全，“貧困”帽子不愿摘。（2）分析了國(guó)外發(fā)達(dá)國(guó)家（美國(guó)、英國(guó)）和發(fā)展中國(guó)家（印度、孟加拉國(guó)）農(nóng)村財(cái)政扶貧資金運(yùn)作管理的情況，并獲得了如下啟示：充分發(fā)揮政府的主導(dǎo)作用；社會(huì)福利保障體系的建立；制定合理的扶貧計(jì)劃；重視社會(huì)和非政府組織在扶貧過(guò)程中的作用；加強(qiáng)對(duì)農(nóng)村財(cái)政扶貧資金的監(jiān)督和檢查。（3）提出了提高河北省農(nóng)村財(cái)政扶貧資金運(yùn)作效率的建議：調(diào)整地方扶貧資金的配套比例，提高貧困人群反貧困的積極性；簡(jiǎn)化資金傳遞過(guò)程，強(qiáng)化“高壓線”意識(shí)；形成動(dòng)態(tài)的貧困地區(qū)和貧困人口識(shí)別機(jī)制；建立公平完善的激勵(lì)機(jī)制和責(zé)任追究機(jī)制；建立健全農(nóng)村財(cái)政扶貧資金監(jiān)控評(píng)測(cè)機(jī)制。
[Abstract]:Poverty is a social and economic phenomenon that no country can avoid. Therefore, poverty alleviation has become the common task and responsibility of the whole human society. Because of the wide gap between urban and rural economic development, the poor people are mainly concentrated in rural areas. The backward level of rural economic development directly restricts the development of a well-off society in our country. Hebei is not only a big agricultural province but also a member of the economic circle around the capital city, so the burden of poverty alleviation is of course very arduous. Among the factors affecting economic development in poor areas, Therefore, in-depth and detailed study on the operation and management of rural finance poverty alleviation funds, The main contents of this paper are as follows: (1) systematically combing and studying the operation and management of rural financial poverty alleviation funds in Hebei Province. The historical process of poverty alleviation in China is divided into four stages: "system reform promotes poverty alleviation", "large-scale development-oriented poverty alleviation stage", "poverty alleviation attack critical stage", "new stage of poverty alleviation and development", and the operation of funds in the four stages. The management method has carried on the detailed analysis and the research. Secondly, Finally, the paper points out the problems existing in the operation and management of poverty alleviation funds in rural finance of Hebei Province: insufficient investment in poverty alleviation funds, increasing difficulties in poverty alleviation; The fund transmission system of poverty alleviation lacks checks and balances and constraints; the allocation of financial funds for poverty alleviation is not standardized, unreasonable, and the benefit of poverty alleviation is poor, the use of poverty alleviation funds is scattered, and the "leakage" of poverty relief funds is serious; An analysis of the operation and management of poverty alleviation funds in developed countries (USA, UK) and developing countries (India, Bangladesh). And obtained the following enlightenment: give full play to the leading role of the government, the establishment of social welfare security system, formulate reasonable poverty alleviation plan, attach importance to the role of society and non-governmental organizations in the process of poverty alleviation; Strengthen the supervision and inspection of rural financial poverty alleviation funds. 3) put forward some suggestions to improve the operation efficiency of rural finance poverty alleviation funds in Hebei province: adjust the matching proportion of local poverty alleviation funds and improve the enthusiasm of poor people to fight poverty; Simplify the process of fund transfer, strengthen the consciousness of "high voltage line"; form dynamic identification mechanism of poor areas and poor population; establish fair and perfect incentive mechanism and accountability mechanism; establish and perfect monitoring and evaluation mechanism of rural financial poverty alleviation funds.
