云南省地方政府人才投入問題和對策研究

【摘要】:2010年,中共中央、國務院確立了人才優(yōu)先發(fā)展的戰(zhàn)略布局,鮮明揭示了人才在整個經(jīng)濟社會發(fā)展戰(zhàn)略布局中處于優(yōu)先發(fā)展的重要位置;诟鞣嚼鎸Y金的爭奪,政府要如何在財政政策上體現(xiàn)對人才發(fā)展的“優(yōu)先”保障,將成為近期各級政府的重要命題。未來十幾年,是云南省全面建設中國西南面向南亞、東南亞對外開發(fā)橋頭堡和先行區(qū)域的重要時期,也是人才發(fā)展的關(guān)鍵時期,因此云南省地方政府加大對人才發(fā)展的投入至關(guān)重要。盡管近年來云南省人才投入呈現(xiàn)總量逐漸加大、管理不斷規(guī)范的良好局面,但仍然存在多方面的問題:人才投入總量不足,地區(qū)間投入差距較大,人才投入來源單一,政府激勵措施效果有限;人才支出結(jié)構(gòu)不均衡,人才財政支出績效評價體系不健全,人才投入效益有待提高;人才投入管理存在薄弱環(huán)節(jié),政策缺乏制度化和系統(tǒng)性等。 任何領(lǐng)域都提出要加大投入,但財政支出蛋糕有限,如何優(yōu)化財政支出結(jié)構(gòu),在資金分配時體現(xiàn)人才投入優(yōu)先,建立有效的人才投入機制,是云南省政府加大人才投入需解決的首要問題。筆者認為可以通過明晰各級政府在人才投入中的財政責任,完善對下轉(zhuǎn)移支付制度,促使各級政府加大人才投入力度,緩解云南省地區(qū)間差距;通過將人才投入增幅與云南省地方財政公共預算收入增幅掛鉤等措施,建立人才投入合理增長機制;同時拓寬人才投入資金籌措渠道,整合各項人才投入資源。政府在加大人才投入的同時,還需注重產(chǎn)出效益,需按照公共財政支出原則,明確人才財政支出的原則和范圍,使有限的財政資金能夠公平、合理的進行分配;改變政府投資大包大攬、財政不堪重負的局面,充分發(fā)揮公共財政的引導職能,發(fā)揮市場對資源的基礎(chǔ)性配置功能,逐步建立科學的人才財政支出體系;加強人才投入管理,建立系統(tǒng)化、制度化的人才財政政策體系,健全人才財政支出監(jiān)督機制,提高資金使用效益。 本文采用理論分析與實踐分析相結(jié)合的分析方法,按照“研究現(xiàn)狀、分析問題、解決問題”的研究思路,對云南省地方政府加大人才投入進行了研究并提出對策建議。
[Abstract]:In 2010, the CPC Central Committee and the State Council established the strategic layout of the priority development of talents, which clearly revealed the important position of talents in the overall strategic layout of economic and social development. It will be an important proposition for governments at all levels in the near future how the government should give priority to the development of talents in its fiscal policy. In the next decade or so, it will be Yunnan Province that will comprehensively build southwestern China and face South Asia. The important period of Southeast Asia's external development of bridgeheads and leading regions is also a crucial period for the development of talents. Therefore, it is very important for the local government of Yunnan to increase their investment in talent development. Although the total amount of talent investment in Yunnan Province has gradually increased in recent years, and the management has been constantly standardized, However, there are still many problems: the total amount of talent investment is insufficient, the gap between regions is large, the source of talent investment is single, the effect of government incentive measures is limited, the structure of talent expenditure is not balanced, and the evaluation system of talent financial expenditure performance is not perfect. The talent investment benefit needs to be improved, the talent input management is weak, the policy lacks systematization and so on. However, the financial expenditure cake is limited. How to optimize the structure of financial expenditure, reflect the talent investment priority in the allocation of funds, and establish an effective talent investment mechanism, It is the most important problem to be solved by the Yunnan Provincial Government to increase the investment of talents. The author thinks that by clarifying the financial responsibility of governments at all levels in the investment of talents, we can perfect the system of transfer payment to the lower levels, and urge governments at all levels to increase the investment of talents. To alleviate the gap between regions in Yunnan Province, to establish a reasonable growth mechanism of talent investment by linking the increase of talent investment with the increase of local public budget revenue of Yunnan Province, and to broaden the channels for raising funds for talent investment, The government should pay attention to the benefit of output while increasing the investment of talents. In accordance with the principle of public expenditure, it is necessary to make clear the principle and scope of the financial expenditure of talents, so that the limited financial funds can be fair. Reasonable distribution, changing the situation that government investment is overburdened, giving full play to the guiding function of public finance, giving play to the basic allocation function of the market to resources, and gradually establishing a scientific system of financial expenditure for talents; Strengthen the talent investment management, establish a systematic and institutionalized talent financial policy system, improve the talent financial expenditure supervision mechanism, improve the efficiency of the use of funds. This paper adopts the analysis method of combining theory analysis with practice analysis, and according to the research thought of "research present situation, analyzing problem, solving problem", the author studies the local government of Yunnan province to increase the investment of talents and puts forward some countermeasures and suggestions.
