【摘要】：在經(jīng)濟全球化、社會復(fù)雜化和自然環(huán)境不斷惡劣的時代背景下,公共危機已經(jīng)從非常態(tài)化的偶然發(fā)生轉(zhuǎn)變?yōu)槌B(tài)化的頻發(fā),威脅到人們的日常生活,甚至生命,成為了社會管理中不可避免的重大挑戰(zhàn)。公共危機事件具有爆發(fā)突發(fā)性、時間緊迫性、指向破壞性的特點,一旦發(fā)生,就會嚴(yán)重影響社會的正常秩序。從2016年的北京故宮門事件到2015年的“東方之星”號客輪翻沉事件再到2012年的北京7.21特大暴雨事件等一系列的公共危機事件都對大眾的正常生活、工作以及生命財產(chǎn)構(gòu)成了威脅。面對公共危機事件的增多,如何提高我國政府應(yīng)對公共危機的能力是我國政府以及全社會所要攻克的難題。在公共危機的管理中,公共財政支持扮演著重要的角色,因此,本文從加強我國公共財政保障體系入手,希望能夠?qū)ξ覈趹?yīng)對公共危機時提供幫助。本文是在綜述和分析了國內(nèi)外應(yīng)對公共危機的財政保障體系的基礎(chǔ)上,對國內(nèi)外的處理模式進行了研究,提出了新的研究方向和內(nèi)容,既探究了我國政府危機管理的模式與財政保障體系的關(guān)系,有條理的剖析了公共財政對于公共危機的意義,又在此基礎(chǔ)上為我國危機管理財政保障體制的完善提供依據(jù)。本文通過對我國政府應(yīng)對公共危機的財政保障體系現(xiàn)狀的分析,得出目前我國財政保障體系的不足之處,并對其成因進行了研究,提出了完善我國政府應(yīng)對公共危機的財政保障體系的方法,為豐富政府公共危機管理理論,完善我國政府應(yīng)對公共危機的財政保障體系提供一種新思路。
[Abstract]:Under the background of economic globalization, social complication and the worsening natural environment, the public crisis has changed from the accidental occurrence of non-normality to the frequent occurrence of normality, threatening people's daily life and even their lives. It has become an inevitable challenge in social management. Public crisis events have the characteristics of sudden outbreak, urgency of time, point to destructive characteristics, once they occur, It will seriously affect the normal order of society. From the The Imperial Palace incident in Beijing on 2016, to the sinking of the "Oriental Star" passenger ship on 2015, to the July 21 heavy rain in Beijing on 2012, a series of public crisis events have brought normal life to the masses. Work and life and property pose a threat. In the face of the increasing number of public crisis events, how to improve the ability of our government to deal with public crisis is a difficult problem for our government and the whole society. In the management of public crisis, Public financial support plays an important role. Therefore, this paper begins with strengthening the public finance security system of our country. I hope to be able to help our government to deal with the public crisis. This article is based on the review and analysis of the domestic and foreign financial security system to deal with the public crisis. The new research direction and content are put forward, which not only probes into the relationship between the crisis management mode of our government and the financial security system, but also analyzes the significance of public finance to the public crisis. On this basis, it provides the basis for the perfection of the financial security system of our country's crisis management. Through the analysis of the present situation of our government's financial security system in response to the public crisis, this paper draws the conclusion that the present financial security system of our country is inadequate. The causes are studied, and the methods of perfecting our government's financial security system to deal with the public crisis are put forward, in order to enrich the theory of government's public crisis management. Improving our government's financial security system to deal with public crisis provides a new way of thinking.
