【摘要】：正在回顧中國蔬菜產(chǎn)業(yè)補(bǔ)貼政策歷史沿革的基礎(chǔ)上,從蔬菜生產(chǎn)環(huán)節(jié)、經(jīng)營環(huán)節(jié)及政策性蔬菜保險三方面總結(jié)了現(xiàn)階段地方政府蔬菜產(chǎn)業(yè)補(bǔ)貼政策的主要措施,并分析了中國蔬菜產(chǎn)業(yè)補(bǔ)貼政策存在的主要問題,進(jìn)而提出了未來的改革方向,如建立基本蔬菜生產(chǎn)補(bǔ)貼的長效機(jī)制、減少政府對價格的直接干預(yù)等。作為農(nóng)業(yè)特色產(chǎn)業(yè)之一,蔬菜產(chǎn)業(yè)的弱質(zhì)性、外部性與多功能性,決定了對其實施補(bǔ)貼的必要性和重要性(穆月英,2012)。隨著城鎮(zhèn)化步伐的加
[Abstract]:On the basis of reviewing the history of Chinese vegetable industry subsidy policy, this paper summarizes the main measures of local government vegetable industry subsidy policy from three aspects: vegetable production link, management link and policy vegetable insurance. It also analyzes the main problems existing in the subsidy policy of Chinese vegetable industry, and then puts forward the reform direction in the future, such as establishing the long-term mechanism of the basic vegetable production subsidy, reducing the direct government intervention in the price, etc., as one of the agricultural characteristic industries, and so on. The weakness, externality and versatility of the vegetable industry determine the necessity and importance of subsidizing the vegetable industry (Muyue Ying 2012).
