【摘要】：隨著改革開(kāi)放的深入發(fā)展，我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)在取得巨大成就的同時(shí)，效率和公平的矛盾也日益顯現(xiàn)，居民的收入差距卻也越大越大。黨的十八大報(bào)告不僅提出居民收入要倍增，，而且提出要縮小收入差距，調(diào)整國(guó)民收入分配格局，加大再分配調(diào)節(jié)力度，使發(fā)展成果更多的惠及全體人民。 財(cái)政政策作為調(diào)節(jié)收入分配差距、理順收入分配關(guān)系的手段之一，也是最主要的調(diào)節(jié)工具，特別是財(cái)政轉(zhuǎn)移性支出，這種政府單方面的資金無(wú)償轉(zhuǎn)移，以實(shí)現(xiàn)社會(huì)收入分配公平為目標(biāo)的政策工具，應(yīng)該在調(diào)節(jié)收入分配領(lǐng)域里具有重大的貢獻(xiàn)。然而，從我國(guó)當(dāng)前的收入分配的現(xiàn)狀來(lái)看，在調(diào)節(jié)居民收入分配問(wèn)題上，財(cái)政轉(zhuǎn)移性支出政策并沒(méi)有發(fā)揮出理想的效果。因此，分析和研究我國(guó)財(cái)政轉(zhuǎn)移性支出和居民收入差距的現(xiàn)狀并分析二者之間的關(guān)系將具有重要的現(xiàn)實(shí)意義。 本文通過(guò)歷史分析法、經(jīng)驗(yàn)總結(jié)法和數(shù)據(jù)分析法在研究我國(guó)轉(zhuǎn)移性支出與居民收入分配差距的現(xiàn)狀問(wèn)題中，結(jié)合國(guó)家歷年的轉(zhuǎn)移性支出數(shù)據(jù)和各地區(qū)城鄉(xiāng)居民收入狀況進(jìn)行分析，進(jìn)而分析轉(zhuǎn)移性支出對(duì)居民收入分配產(chǎn)生的影響。經(jīng)研究發(fā)現(xiàn)，我國(guó)的財(cái)政轉(zhuǎn)移性支出政策并沒(méi)有真正發(fā)揮出促進(jìn)居民收入差距縮小的作用效果，據(jù)此，分析了我國(guó)財(cái)政轉(zhuǎn)移支出存在的問(wèn)題并在借鑒西方發(fā)達(dá)國(guó)家財(cái)政轉(zhuǎn)移支出政策調(diào)節(jié)收入差距的成功經(jīng)驗(yàn)的基礎(chǔ)上提出政策完善的相關(guān)建議。
[Abstract]:With the deepening development of reform and opening up, the contradiction between efficiency and fairness has become increasingly apparent while China's socialist market economy has made great achievements. The report of the 18 National Congress of the CPC not only proposed that residents' income should be doubled, but also proposed to narrow the income gap, adjust the distribution pattern of national income, and increase the intensity of redistribution. To benefit all the people more from the fruits of development. Fiscal policy, as one of the means to adjust the income distribution gap and to straighten out the income distribution relationship, is also the most important adjustment tool, especially the fiscal transfer expenditure, which is the unilateral transfer of funds by the government. The policy tools aimed at achieving social income distribution equity should make great contributions to the adjustment of income distribution. However, judging from the current situation of income distribution in China, in regulating the income distribution of residents, Therefore, it is of great practical significance to analyze and study the current situation and the relationship between the fiscal transfer expenditure and the income gap of residents in China. Through historical analysis, experience summary and data analysis, this paper studies the current situation of the gap between transfer expenditure and income distribution in China. This paper analyzes the influence of the transfer expenditure on the income distribution of the residents by analyzing the data of the transfer expenditure and the income situation of the urban and rural residents in various regions in the past years. China's fiscal transfer expenditure policy has not really played a role in promoting the narrowing of income gap among residents. This paper analyzes the problems existing in the fiscal transfer expenditure in China and puts forward some suggestions for the improvement of the policy based on the successful experience of adjusting the income gap in the western developed countries.
