【摘要】：轉(zhuǎn)移支付是我國實(shí)現(xiàn)基本公共服務(wù)均等化的重要制度安排,在致力于縮小地區(qū)間公共服務(wù)差距的同時,會對地區(qū)內(nèi)部的城鄉(xiāng)公共服務(wù)差距產(chǎn)生何種影響?本文通過構(gòu)建地方政府城鄉(xiāng)公共服務(wù)支出決策對轉(zhuǎn)移支付的反應(yīng)函數(shù),并進(jìn)行實(shí)證檢驗(yàn)發(fā)現(xiàn):無論中央一般性轉(zhuǎn)移支付還是專項(xiàng)轉(zhuǎn)移支付,均顯著地抑制城鄉(xiāng)公共服務(wù)差距縮小,并依賴于中國分權(quán)體制下地方政府本身具有的城鄉(xiāng)支出理性偏向,生產(chǎn)性公共服務(wù)支出偏向更具邊際經(jīng)濟(jì)效應(yīng)的領(lǐng)域,福利性公共服務(wù)支出偏向能實(shí)現(xiàn)更大社會福利效應(yīng)的領(lǐng)域。不同經(jīng)濟(jì)趕超省份的分組比較還發(fā)現(xiàn),經(jīng)濟(jì)趕超水平越高,轉(zhuǎn)移支付抑制城鄉(xiāng)公共服務(wù)差距縮小的作用越強(qiáng),且中央戰(zhàn)略政策對地方政府城鄉(xiāng)公共服務(wù)支出偏向的抵御效應(yīng)有限。本文研究表明,長期處于高經(jīng)濟(jì)趕超水平的落后地區(qū),很容易陷入轉(zhuǎn)移支付阻礙城鄉(xiāng)公共服務(wù)差距縮小的"陷阱",我們不能忽視這類轉(zhuǎn)移支付風(fēng)險。
[Abstract]:Transfer payment is an important institutional arrangement to achieve the equalization of basic public services in China. What impact will it have on the gap between urban and rural public services within the region while devoting itself to narrowing the gap of public services between regions? This paper constructs the response function of local government's urban and rural public service expenditure decision to transfer payment, and makes empirical test to find out: whether central general transfer payment or special transfer payment. Both of them significantly restrain the narrowing of the gap between urban and rural public services, and rely on the rational bias of urban and rural expenditure of local governments in China's decentralized system, and the productive public service expenditure on areas with more marginal economic effects. Welfare public service expenditure tends to achieve greater social welfare effect. The comparison of different economic catch-up provinces also found that the higher the level of economic catch-up. The effect of transfer payment on the narrowing of the gap between urban and rural public services is stronger, and the central strategic policy has limited resistance effect to the bias of urban and rural public service expenditure of local governments. For a long time, the backward areas with high economic catch-up and surpassing level are easy to fall into the "trap" of transfer payment, which hinders the narrowing of the gap between urban and rural public services, so we can not ignore the risk of such transfer payment.
