【摘要】：作為最早推行政府采購制度的國家之一,美國聯(lián)邦政府形成了世界上最為典型的政府采購驅(qū)動(dòng)型技術(shù)進(jìn)步模式。本文旨在運(yùn)用政策范式的研究途徑,在對(duì)政策范式與公共技術(shù)采購進(jìn)行理論探討的基礎(chǔ)上,簡(jiǎn)要介紹美國聯(lián)邦政府技術(shù)采購的歷史沿革,全面回顧并分階段對(duì)比美國聯(lián)邦政府技術(shù)采購的政策范式變遷歷程,系統(tǒng)總結(jié)美國聯(lián)邦政府技術(shù)采購政策范式變遷的基本趨勢(shì)與主要特征,以期為中國運(yùn)用政府技術(shù)采購促進(jìn)技術(shù)創(chuàng)新、建設(shè)創(chuàng)新型國家提供可資借鑒的他山之石。
[Abstract]:As one of the earliest countries to implement the government procurement system, the federal government of the United States has formed the most typical model of government procurement driven technological progress in the world. Based on the theoretical discussion of policy paradigm and public technology procurement, this paper briefly introduces the history of federal government technology procurement in the United States. This paper comprehensively reviews and compares the policy paradigm changes of the United States federal government technology procurement in stages, and systematically summarizes the basic trends and main characteristics of the United States federal government technology procurement policy paradigm changes. In order to promote technological innovation and build an innovative country, it can be used as a reference for China to use government technology procurement to promote technological innovation.
