【摘要】：建立政府向社會(huì)組織購買生態(tài)服務(wù)機(jī)制,是加快我國政府生態(tài)管理職能轉(zhuǎn)變、引導(dǎo)社會(huì)資本投入生態(tài)環(huán)境建設(shè)、進(jìn)而提升生態(tài)公共服務(wù)供給水平的重要途徑。當(dāng)前我國政府購買生態(tài)服務(wù)呈現(xiàn)出購買主體碎片化、購買對(duì)象內(nèi)部化、購買形式隨意化和績效評(píng)估形式化等特征。為此,要進(jìn)一步明晰生態(tài)服務(wù)購買清單、培育生態(tài)服務(wù)交易市場體系、探索適合國情的生態(tài)服務(wù)購買方式、加強(qiáng)生態(tài)服務(wù)購買的績效評(píng)估等。
[Abstract]:To establish the mechanism of government purchasing ecological service from social organizations is to accelerate the transformation of government ecological management function and to guide social capital into the construction of ecological environment. Then the important way to improve the supply level of ecological public service. At present, the government of our country purchase ecological service presents the fragmentation of the purchasing subject and the internalization of the purchase object. Therefore, it is necessary to further clarify the purchase list of ecological services, cultivate the trading market system of ecological services, and explore the appropriate mode of purchase of ecological services. Strengthen the performance evaluation of the purchase of ecological services.
