海洋平臺建造項目風(fēng)險管理研究

【摘要】:眾所周知,XX船務(wù)集團(tuán)是以船舶修造在世界嶄露頭角,然而修造船市場在金融危機(jī)和世界經(jīng)濟(jì)下滑的背景下,近幾年很難走出低谷,作為船舶工業(yè)發(fā)展新的經(jīng)濟(jì)增長點,海洋工程裝備制造業(yè)有著廣闊的發(fā)展空間。目前海洋工程成為船舶企業(yè)進(jìn)軍的新方向,XX船務(wù)集團(tuán)自然不會放棄如此的大好時機(jī),XX船務(wù)啟東海工基地早已獲得國家正式批準(zhǔn),日前南通XX船務(wù)承接的"Sevan Driller海洋平臺”在啟東海工基地順利完工,這在國際上產(chǎn)生了巨大的影響,使得第二艘鉆井平臺XX海洋平臺的生效也變成了現(xiàn)實。這將對啟東海工基地的后續(xù)建設(shè)有著很大的推動作用,同時對XX船務(wù)海工制造項目訂單的保持也有重要的意義。 本文首先對項目風(fēng)險管理理論進(jìn)行了系統(tǒng)的概述,通過對國內(nèi)外文獻(xiàn)資料的引用,簡要闡述了海洋平臺建造項目風(fēng)險管理基本理論和項目風(fēng)險管理的幾個過程;其次本文將海洋平臺建造項目風(fēng)險管理分為四個過程:風(fēng)險識別、風(fēng)險評估、風(fēng)險應(yīng)對以及風(fēng)險監(jiān)控四個過程,分別進(jìn)行論述;最后以具體的“XX海洋平臺”海洋平臺建造項目為依托,對風(fēng)險進(jìn)行辨識,分析以及研究,制定相應(yīng)的風(fēng)險控制措施,并對項目風(fēng)險管理的整個過程進(jìn)行實時的監(jiān)控進(jìn)行分析研究。在目前船舶市場低迷的狀況下,很多企業(yè)開始涉足海洋工程,認(rèn)為其競爭對手少,利潤可觀認(rèn)定海洋工程目前是企業(yè)實現(xiàn)盈利的唯一出路,這兩年以來海洋工程市場的競爭日趨激烈,很多企業(yè)為了接訂單保證企業(yè)的存活使用零利潤政策,海洋工程市場盈利空間減小。高風(fēng)險、低利潤的海洋工程建造項目是企業(yè)應(yīng)該重點關(guān)注的,海洋平臺建造項目的風(fēng)險管理就是在項目的進(jìn)行過程中對項目的風(fēng)險進(jìn)行控制,從而保障項目的順利交付,其對項目的意義是十分重大的。 項目風(fēng)險管理研究雖然不能直接產(chǎn)生經(jīng)濟(jì)效益,卻能夠有效地防止風(fēng)險的發(fā)生,從而減少損失和事故傷害,保障人員的生命財產(chǎn)安全,利于項目的順利進(jìn)行和創(chuàng)造企業(yè)經(jīng)濟(jì)效益。對XX船務(wù)集團(tuán)這個十分注重風(fēng)險管理的企業(yè),項目的風(fēng)險管理研究可見其重要性。對于海洋工程建造項目這個全新的領(lǐng)域,做出合理的風(fēng)險評估是非常必要的。
[Abstract]:As we all know, XX shipping group is emerging in the world because of ship repair. However, under the background of financial crisis and world economic downturn, it is difficult to get out of the trough in recent years. As a new economic growth point of the development of the shipping industry, the marine engineering equipment manufacturing industry has a broad space for development. At present, marine engineering has become a new direction for shipping enterprises to march. XX shipping group will not give up such a good opportunity. XX shipping Qidong Maritime Industry Base has long been formally approved by the state. The "Sevan Driller offshore platform" undertaken by Nantong XX shipping has been successfully completed in Qidong Marine Engineering Base a few days ago, which has had a great impact in the world, and the entry into force of the second drilling platform XX offshore platform has also become a reality. This will play a great role in promoting the follow-up construction of Qidong Maritime Engineering Base, and it will also be of great significance to the maintenance of orders for XX shipping and marine manufacturing projects. This paper first gives a systematic overview of the project risk management theory, and briefly expounds the basic theory of offshore platform construction project risk management and several processes of project risk management through the reference of domestic and foreign literature. Secondly, this paper divides the offshore platform construction project risk management into four processes: risk identification, risk assessment, risk response and risk monitoring. Finally, based on the specific "XX offshore platform" offshore platform construction project, the risk is identified, analyzed and studied, the corresponding risk control measures are worked out, and the whole process of project risk management is analyzed and studied in real time. Under the condition that the ship market is in the doldrums, many enterprises begin to dabble in marine engineering, believing that their competitors are few and their profits are considerable. In the past two years, the competition in the marine engineering market has become increasingly fierce. In order to ensure the survival of enterprises, the profit space in the marine engineering market has been reduced in order to ensure the survival of enterprises. High risk and low profit marine engineering construction project should be paid attention to by enterprises. The risk management of offshore platform construction project is to control the risk of the project in the process of the project, so as to ensure the smooth delivery of the project, which is of great significance to the project. Although the research of project risk management can not directly produce economic benefits, it can effectively prevent the occurrence of risks, thus reducing losses and accident injuries, ensuring the safety of personnel's lives and property, and is conducive to the smooth progress of the project and the creation of enterprise economic benefits. The research on risk management of XX Shipping Group, which pays great attention to risk management, can be seen as its importance. It is very necessary to make a reasonable risk assessment for marine engineering construction project.
