【摘要】：我國(guó)醫(yī)藥市場(chǎng)總量居于全球第三位，但新藥創(chuàng)制能力遠(yuǎn)遠(yuǎn)落后于歐美制藥強(qiáng)國(guó)甚至印度。想要增強(qiáng)我國(guó)的藥物創(chuàng)新能力，僅僅依靠制藥企業(yè)是遠(yuǎn)遠(yuǎn)不夠的。由于醫(yī)藥市場(chǎng)存在著市場(chǎng)失靈現(xiàn)象，就需要政府制定政策適度干預(yù)和輔助新藥研制活動(dòng)。具體來(lái)說(shuō)，政府應(yīng)該在新藥研發(fā)的各個(gè)環(huán)節(jié)建立科學(xué)有效的新藥政策，為新藥從研發(fā)、注冊(cè)審批到最終上市整個(gè)過(guò)程提供激勵(lì)與保障，從而營(yíng)造利于藥物創(chuàng)新活動(dòng)的政策軟環(huán)境。 本文首先分析醫(yī)藥市場(chǎng)的特征來(lái)論證政府制定政策輔助藥物創(chuàng)新的必要性，在厘清藥物創(chuàng)新活動(dòng)各階段特點(diǎn)的基礎(chǔ)上，總結(jié)出能夠?qū)λ幬飫?chuàng)新產(chǎn)生激勵(lì)和保障效果的政府新藥政策包括政府投入政策、注冊(cè)審批政策、定價(jià)政策與專(zhuān)利保護(hù)政策并提出本文假設(shè)。之后，按照特定標(biāo)準(zhǔn)選定30個(gè)國(guó)家作為樣本，確定關(guān)鍵影響因素并進(jìn)行賦值，運(yùn)用定性比較分析方法（QCA），分析制藥強(qiáng)國(guó)的藥物創(chuàng)新能力與其所采用的新藥政策及組合類(lèi)型的邏輯關(guān)系。根據(jù)軟件運(yùn)行的結(jié)果，對(duì)各類(lèi)新藥政策的特點(diǎn)與激勵(lì)效果進(jìn)行分析和評(píng)價(jià)，以此得出與我國(guó)國(guó)情和醫(yī)藥產(chǎn)業(yè)發(fā)展規(guī)律相適應(yīng)的政府新藥政策類(lèi)型并就相關(guān)政策的改進(jìn)方向提出建議。 本文得出的具體結(jié)論包括：第一，嚴(yán)格的注冊(cè)審批與強(qiáng)力度的專(zhuān)利保護(hù)是增強(qiáng)藥物創(chuàng)新能力的必要條件。第二，新藥投入政策的類(lèi)型、定價(jià)政策類(lèi)型與一國(guó)藥物創(chuàng)新能力無(wú)正相關(guān)關(guān)系。我國(guó)進(jìn)行新藥投入和定價(jià)政策類(lèi)型的選擇上應(yīng)遵循由政府主導(dǎo)逐步過(guò)渡到企業(yè)主導(dǎo)的模式，，最終由企業(yè)擔(dān)當(dāng)藥物創(chuàng)新活動(dòng)的主體。因此，最終確定政府主導(dǎo)新藥投入的投入政策、與國(guó)際標(biāo)準(zhǔn)一致的注冊(cè)審批政策、企業(yè)自主定價(jià)的定價(jià)政策和強(qiáng)力度的專(zhuān)利保護(hù)政策是我國(guó)為鼓勵(lì)藥物創(chuàng)新而應(yīng)當(dāng)實(shí)行的政府新藥政策類(lèi)型。
[Abstract]:China's medical market is in the third place in the world, but the new drug creation ability is far behind the European and American pharmaceutical powers and even India. It is not enough to rely on pharmaceutical enterprises to enhance our drug innovation ability. Due to the market failure in the medical market, it is necessary for the government to develop the policy of moderate intervention and the development of the new drug. In particular, the government should set up a scientific and effective new drug policy in all aspects of the R & D of new drugs, and provide incentives and guarantees for new drugs from R & D, registration and approval to the whole process of the final listing, so as to create a policy soft environment conducive to drug innovation activities. This paper first analyzes the characteristics of the medical market to demonstrate the necessity of the government to develop the policy-assisted drug innovation. On the basis of clarifying the characteristics of the various stages of the drug innovation activity, the government's new drug policy, including the government's input and administration, is summarized. Policy, registration and approval policy, pricing policy and patent protection policy and making this paper false After that,30 countries are selected as the sample according to the specific criteria, the key influencing factors are determined and assigned, and the qualitative comparative analysis method (QCA) is used to analyze the drug innovation ability of the pharmaceutical power and the new drug policy and the combination type of the combination type. Based on the results of the software operation, the characteristics and the incentive effect of various new drug policies are analyzed and evaluated, so as to obtain the new type of new drug policy which is compatible with the national conditions and the development law of the pharmaceutical industry, and put forward the construction of the improvement of the related policies. The conclusion of this paper is that the patent protection of the first, the strict registration and approval and the strong strength is the necessary to enhance the innovation ability of the drug Conditions.
