遼寧省電力公司建設(shè)工程非物資招標(biāo)設(shè)計(jì)與評(píng)價(jià)研究
[Abstract]:In the tide of reform and development, China has gradually established a socialist market economic system, the market competition is becoming increasingly fierce, and all kinds of resources are constantly optimized. During this period, the speed of economic construction is also accelerating. In addition, our country attaches importance to power generation for a long time, and the input of power grid is less. Therefore, there is a great contradiction between the supply and demand of power energy. In order to solve these problems to a certain extent, the power grid construction needs to be upgraded constantly. Therefore, the construction scale of electric power enterprises needs to be continuously expanded, and the demand for non-material procurement is also increasing. Through bidding management, electric power enterprises can relatively effectively ensure the quality and level of non-material procurement, and reduce the procurement cost, so as to improve the efficiency of enterprises and better meet the requirements of the development of market economy. Based on a series of related theories, such as domestic and foreign power construction engineering management, bidding management and so on, this paper designs the non-material bidding system of construction project of Liaoning Electric Power Company by consulting a large number of literature, and on the basis of understanding a series of related theories, such as power construction engineering management and bidding management at home and abroad. The evaluation index system and fuzzy evaluation model are constructed to evaluate the system. First of all, the paper introduces the related theories from the aspects of construction project management, bidding management and non-material bidding procurement of power companies, so as to lay a certain theoretical foundation for the research of the article. Secondly, according to the relevant laws and regulations, this paper designs a set of non-material bidding system for the construction project of Liaoning Electric Power Company, which includes the design basis, the management organization and the division of responsibilities, the summary of non-material procurement and the bidding plan. Tender preparation, bid evaluation process, file management and contract signing, management responsibility and so on. Then, the paper constructs the evaluation index system for the system, and constructs the fuzzy evaluation model, and uses the fuzzy evaluation method to analyze the legitimacy and rationality of the system. Four specific aspects of enforceability and supervision, as well as the whole system level, are evaluated, and some evaluation results are obtained. Finally, the article makes a certain summary, points out the shortcomings in the research process, and looks forward to the future research direction.
