【摘要】：在改革與發(fā)展的浪潮中，我國(guó)逐步建立了社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制，市場(chǎng)競(jìng)爭(zhēng)日趨激烈，各種資源不斷優(yōu)化配置。在此期間，經(jīng)濟(jì)建設(shè)速度也不斷加快，加上我國(guó)長(zhǎng)期重視發(fā)電，電網(wǎng)投入較少，因此，電力能源供求出現(xiàn)了很大矛盾。為從一定程度解決這些問(wèn)題，電網(wǎng)建設(shè)需要不斷升級(jí)，因而，電力企業(yè)建設(shè)規(guī)模需要不斷擴(kuò)大，對(duì)于非物資采購(gòu)的需求也日益增多。電力企業(yè)通過(guò)招標(biāo)管理，能夠相對(duì)有效的保障非物資采購(gòu)的質(zhì)量和水平，并降低采購(gòu)成本，從而提高企業(yè)效益，更好的適應(yīng)市場(chǎng)經(jīng)濟(jì)的發(fā)展要求。 文章通過(guò)查閱大量文獻(xiàn)，，在了解國(guó)內(nèi)外電力建設(shè)工程管理、招投標(biāo)管理等一系列相關(guān)理論的基礎(chǔ)上，對(duì)遼寧省電力公司建設(shè)工程非物資招標(biāo)制度進(jìn)行了設(shè)計(jì)，并通過(guò)構(gòu)建評(píng)價(jià)指標(biāo)體系和模糊評(píng)價(jià)模型對(duì)該制度進(jìn)行評(píng)價(jià)。 首先，文章從建設(shè)工程管理、招投標(biāo)管理和電力公司非物資招標(biāo)采購(gòu)等方面對(duì)相關(guān)理論進(jìn)行介紹，從而為文章的研究奠定一定的理論基礎(chǔ)。其次，文章依據(jù)相關(guān)法律法規(guī)，設(shè)計(jì)出一套針對(duì)遼寧省電力公司建設(shè)工程的非物資招標(biāo)制度，該制度具體包括設(shè)計(jì)依據(jù)、管理機(jī)構(gòu)及職責(zé)分工、非物資采購(gòu)概述、招標(biāo)計(jì)劃、招標(biāo)準(zhǔn)備、招評(píng)標(biāo)過(guò)程、檔案管理與合同簽訂、管理責(zé)任等方面。然后，文章構(gòu)建出針對(duì)該制度的評(píng)價(jià)指標(biāo)體系，并構(gòu)建模糊評(píng)價(jià)模型，運(yùn)用模糊評(píng)價(jià)的方法對(duì)該制度在合法性、合理性、可執(zhí)行性和考核監(jiān)督性四個(gè)具體方面以及整個(gè)制度層面進(jìn)行了評(píng)價(jià)，并得出一定評(píng)價(jià)結(jié)果。最后，文章進(jìn)行一定的總結(jié)，點(diǎn)明在研究過(guò)程中存在的不足，并對(duì)未來(lái)研究方向進(jìn)行一定展望
[Abstract]:In the tide of reform and development, China has gradually established a socialist market economic system, the market competition is becoming increasingly fierce, and all kinds of resources are constantly optimized. During this period, the speed of economic construction is also accelerating. In addition, our country attaches importance to power generation for a long time, and the input of power grid is less. Therefore, there is a great contradiction between the supply and demand of power energy. In order to solve these problems to a certain extent, the power grid construction needs to be upgraded constantly. Therefore, the construction scale of electric power enterprises needs to be continuously expanded, and the demand for non-material procurement is also increasing. Through bidding management, electric power enterprises can relatively effectively ensure the quality and level of non-material procurement, and reduce the procurement cost, so as to improve the efficiency of enterprises and better meet the requirements of the development of market economy. Based on a series of related theories, such as domestic and foreign power construction engineering management, bidding management and so on, this paper designs the non-material bidding system of construction project of Liaoning Electric Power Company by consulting a large number of literature, and on the basis of understanding a series of related theories, such as power construction engineering management and bidding management at home and abroad. The evaluation index system and fuzzy evaluation model are constructed to evaluate the system. First of all, the paper introduces the related theories from the aspects of construction project management, bidding management and non-material bidding procurement of power companies, so as to lay a certain theoretical foundation for the research of the article. Secondly, according to the relevant laws and regulations, this paper designs a set of non-material bidding system for the construction project of Liaoning Electric Power Company, which includes the design basis, the management organization and the division of responsibilities, the summary of non-material procurement and the bidding plan. Tender preparation, bid evaluation process, file management and contract signing, management responsibility and so on. Then, the paper constructs the evaluation index system for the system, and constructs the fuzzy evaluation model, and uses the fuzzy evaluation method to analyze the legitimacy and rationality of the system. Four specific aspects of enforceability and supervision, as well as the whole system level, are evaluated, and some evaluation results are obtained. Finally, the article makes a certain summary, points out the shortcomings in the research process, and looks forward to the future research direction.
