烏蘭察布右旗35KV輸變電工程項(xiàng)目綜合后評(píng)價(jià)研究
[Abstract]:In order to summarize lessons learned to improve decision-making and management services, review and forecast the project at the same time. After the project has been completed and run for a period of time, a post-evaluation of the project is required. Post-project evaluation refers to the sum-up and evaluation of the whole process of investment activities such as project preparation, project decision-making, design and construction, production and operation after the investment project has been completed and put into operation for a period of time (usually 1-2 years). A comprehensive evaluation of the economic benefit, social benefit and environmental impact of the project is carried out in order to judge the degree of realization of the expected goal of the project. After a lot of investigation and analysis, based on the introduction of post-evaluation principles, evaluation contents, evaluation procedures and commonly used evaluation methods for power transmission and transformation projects, the post-evaluation index system of power transmission and transformation projects is constructed according to the characteristics of power transmission and transformation projects. Project post-evaluation is a micro-level evaluation, through the review and evaluation of the various stages of the project construction process, a comparative study of the actual situation of the whole process of investment, and the measurement and analysis of the degree of deviation between the actual situation and the expected situation, In order to sum up experience, research problems, put forward suggestions, draw lessons, constantly improve project decision-making, management level and investment efficiency. It is an important content of project management. This article carries on the comprehensive post-evaluation analysis to the 35KV transmission and transformation project in Ulaanchabu, and makes a systematic and objective analysis and summary of the execution process, the benefit, the influence and the continuity of the project, so as to judge which work has been done better. Which work is done poorly. Finally, the fuzzy comprehensive evaluation method is used to analyze the comprehensive post-evaluation of the project, and the evaluation results are analyzed and summarized, and some suggestions are put forward. Through post-evaluation to improve and adjust the relevant policies, policies and management procedures, improve the ability and level of decision-makers, and at the same time provide a basis for the standardization, systematization and further research of power transmission and transformation project evaluation.
