【摘要】:為了總結(jié)經(jīng)驗(yàn)教訓(xùn),以改進(jìn)決策和管理服務(wù),同時(shí)進(jìn)行項(xiàng)目的回顧總結(jié)和前景預(yù)測(cè)。項(xiàng)目在已經(jīng)完成并運(yùn)行一段時(shí)間后,需對(duì)項(xiàng)目進(jìn)行后評(píng)價(jià)。項(xiàng)目后評(píng)價(jià)是指投資項(xiàng)目建成投產(chǎn)并生產(chǎn)運(yùn)營(yíng)一段時(shí)間(一般為1~2年)后,,對(duì)項(xiàng)目的準(zhǔn)備、立項(xiàng)決策、設(shè)計(jì)施工、生產(chǎn)運(yùn)營(yíng)等全過程的投資活動(dòng)進(jìn)行總結(jié)評(píng)價(jià),對(duì)項(xiàng)目實(shí)際取得的經(jīng)濟(jì)效益、社會(huì)效益和環(huán)境影響進(jìn)行綜合評(píng)價(jià),從而判別項(xiàng)目預(yù)期目標(biāo)實(shí)現(xiàn)程度的一種評(píng)價(jià)方法。 經(jīng)過大量調(diào)研分析,在系統(tǒng)介紹了輸變電建設(shè)項(xiàng)目后評(píng)價(jià)原則、評(píng)價(jià)內(nèi)容、評(píng)價(jià)程序和常用的評(píng)價(jià)方法的基礎(chǔ)上,根據(jù)輸變電項(xiàng)目的特點(diǎn),構(gòu)建輸變電項(xiàng)目后評(píng)價(jià)指標(biāo)體系。項(xiàng)目后評(píng)價(jià)是微觀層次上的評(píng)價(jià),是通過對(duì)項(xiàng)目建設(shè)程序各階段工作的回顧和評(píng)價(jià),對(duì)投資全過程的實(shí)際情況進(jìn)行比較研究,衡量和分析實(shí)際情況與預(yù)計(jì)情況的偏離程度,以達(dá)到總結(jié)經(jīng)驗(yàn),研究問題,提出建議、吸取教訓(xùn)、不斷提高項(xiàng)目決策、管理水平和投資效益的目的。它是項(xiàng)目管理的一個(gè)重要內(nèi)容。 本文對(duì)烏蘭察布錫勒35KV輸變電工程項(xiàng)目進(jìn)行綜合后評(píng)價(jià)分析,對(duì)項(xiàng)目的的執(zhí)行過程、效益、影響和持續(xù)性進(jìn)行系統(tǒng)的、客觀地分析和總結(jié),判斷哪些工作做得較好,哪些工作做得較差。最后應(yīng)用模糊綜合評(píng)價(jià)法對(duì)項(xiàng)目進(jìn)行綜合后評(píng)價(jià)分析,對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析總結(jié),提出建議。通過后評(píng)價(jià)完善和調(diào)整相關(guān)方針、政策和管理程序,提高決策者的能力和水平,同時(shí)為輸變電工程項(xiàng)目評(píng)價(jià)的規(guī)范、系統(tǒng)化和開展進(jìn)一步研究提供了依據(jù)。
[Abstract]:In order to summarize lessons learned to improve decision-making and management services, review and forecast the project at the same time. After the project has been completed and run for a period of time, a post-evaluation of the project is required. Post-project evaluation refers to the sum-up and evaluation of the whole process of investment activities such as project preparation, project decision-making, design and construction, production and operation after the investment project has been completed and put into operation for a period of time (usually 1-2 years). A comprehensive evaluation of the economic benefit, social benefit and environmental impact of the project is carried out in order to judge the degree of realization of the expected goal of the project. After a lot of investigation and analysis, based on the introduction of post-evaluation principles, evaluation contents, evaluation procedures and commonly used evaluation methods for power transmission and transformation projects, the post-evaluation index system of power transmission and transformation projects is constructed according to the characteristics of power transmission and transformation projects. Project post-evaluation is a micro-level evaluation, through the review and evaluation of the various stages of the project construction process, a comparative study of the actual situation of the whole process of investment, and the measurement and analysis of the degree of deviation between the actual situation and the expected situation, In order to sum up experience, research problems, put forward suggestions, draw lessons, constantly improve project decision-making, management level and investment efficiency. It is an important content of project management. This article carries on the comprehensive post-evaluation analysis to the 35KV transmission and transformation project in Ulaanchabu, and makes a systematic and objective analysis and summary of the execution process, the benefit, the influence and the continuity of the project, so as to judge which work has been done better. Which work is done poorly. Finally, the fuzzy comprehensive evaluation method is used to analyze the comprehensive post-evaluation of the project, and the evaluation results are analyzed and summarized, and some suggestions are put forward. Through post-evaluation to improve and adjust the relevant policies, policies and management procedures, improve the ability and level of decision-makers, and at the same time provide a basis for the standardization, systematization and further research of power transmission and transformation project evaluation.
