【摘要】：藥品作為一種特殊的商品，既有治病救人的功能，也有致病害人的潛在風(fēng)險。可以說，藥品安全風(fēng)險已然成為風(fēng)險社會的主要構(gòu)成因素。藥害事件給人類的健康和生命帶來了越來越大的威脅，尤其是近些年來，藥害事件更是頻繁發(fā)生，這些觸目驚心的藥害事件讓我們不得不對藥品安全監(jiān)管體制進行反思。藥品安全監(jiān)管體制的建立健全對藥品安全監(jiān)管成效的取得有著巨大的影響力。然而，目前我國的藥品安全監(jiān)管體制還存在很到的不足，從藥品安全監(jiān)管體制的構(gòu)成因素這一角度去分析，不難發(fā)現(xiàn)我國的藥品安全監(jiān)管體制還存在以下幾個大的問題：一是藥品安全監(jiān)管理念落后；二是藥品安全監(jiān)管職能劃分不合理；三是藥品安全監(jiān)管組織結(jié)構(gòu)不優(yōu)化；四是藥品安全監(jiān)管方式單一落后。為了完善我國藥品安全監(jiān)管體制建設(shè)，，我國可以通過總結(jié)歐美等國的優(yōu)秀經(jīng)驗和做法來獲得啟示，例如完善的法制建設(shè)、強大的組織機構(gòu)以及充實的社會力量支援等等，這些經(jīng)驗都應(yīng)該為我們所借鑒。為此，完善我國藥品安全監(jiān)管體制建設(shè)，具體可以從以下幾個方面著手：一是要創(chuàng)新藥品安全監(jiān)管理念；二是政府要充分發(fā)揮主導(dǎo)作用：首先要加強法制建設(shè)；其次是合理劃分監(jiān)管職能；再次是要優(yōu)化組織結(jié)構(gòu)；三是要創(chuàng)新監(jiān)管方式。四是要充分發(fā)揮外部力量的支持作用：首先要強化企業(yè)的自律建設(shè)；其次要發(fā)揮社會組織的協(xié)助作用；再次是充分調(diào)動公眾的參與熱情；最后還要善于發(fā)揮社會媒體的監(jiān)督作用。藥品安全監(jiān)管工作是一項涉及千萬家庭和群眾健康和安全的重要工程，需要全社會工作努力，不管是政府還是企業(yè)、社會組織和公民個人，都不應(yīng)該袖手旁觀，而是應(yīng)該勇于承擔(dān)責(zé)任和義務(wù)，爭取在藥品安全監(jiān)管事業(yè)中貢獻自己的一份力量，為貫徹落實科學(xué)發(fā)展觀和構(gòu)建社會主義和諧社會添磚加瓦，最終使全國人民過上安全放心的美好生活。
[Abstract]:As a special commodity, medicine not only has the function of cure and save people, but also has the potential risk of disease-causing person. It can be said that the risk of drug safety has become a major component of the risk society. Drug damage events have brought more and more threats to human health and life, especially in recent years, drug damage incidents occur more frequently, these shocking drug damage events make us have to reflect on the drug safety supervision system. The establishment and perfection of drug safety supervision system has great influence on the achievement of drug safety supervision. However, there are still some deficiencies in the drug safety supervision system in our country, which is analyzed from the perspective of the constituent factors of the drug safety supervision system. It is not difficult to find that the drug safety supervision system in China still has the following major problems: first, the concept of drug safety supervision is backward; Second, the division of drug safety supervision function is unreasonable; third, the organization structure of drug safety supervision is not optimized; the fourth is single backward drug safety supervision mode. In order to improve the system of drug safety supervision in China, China can draw inspiration by summarizing the excellent experiences and practices of Europe and the United States and other countries, such as perfect legal system construction, strong organization, and substantial social support, and so on. All these experiences should be used for reference. Therefore, to perfect the system construction of drug safety supervision in our country, we can proceed from the following aspects: first, to innovate the concept of drug safety supervision; second, to give full play to the leading role of the government: firstly, to strengthen the construction of the legal system; Secondly, the reasonable division of regulatory functions; the third is to optimize the organizational structure; third, to innovate the way of supervision. Fourth, it is necessary to give full play to the supporting role of external forces: first, we should strengthen the self-discipline construction of enterprises; secondly, we should give play to the assisting role of social organizations; thirdly, we should fully mobilize the enthusiasm of public participation; Finally, we should be good at giving play to the monitoring role of social media. Drug safety supervision is an important project involving the health and safety of millions of families and people, and requires full social work efforts. Neither government nor enterprises, social organizations and citizens should stand idly by. Instead, we should have the courage to shoulder our responsibilities and obligations, strive to contribute our part to the cause of drug safety supervision, and contribute to the implementation of the scientific concept of development and the building of a harmonious socialist society. In the end, the people of the whole country will live a good life of safety and peace of mind.
