江西省國家級(jí)工業(yè)園區(qū)綜合評(píng)價(jià)研究
[Abstract]:Industrial parks, especially national industrial parks, are the core of local economy and shoulder the important mission of revitalizing and rising local economy. Jiangxi Province's national industrial parks have developed rapidly, from only two in 2009 to 11 in the province by the end of 2012. Within three years, nine new industrial parks have been upgraded, indicating that the Jiangxi Provincial Party Committee and the provincial government attach importance to the construction and development of the industrial parks. At the same time, it embodies the important position of the national industrial park in the economic construction of Jiangxi Province. The research on industrial parks at home and abroad involves many aspects: evaluation of intensive land use, evaluation of infrastructure construction, evaluation of scientific and technological innovation capacity, evaluation of competitiveness, and so on. The research methods are varied: AHP- fuzzy comprehensive evaluation method, Artificial neural network evaluation method, grey comprehensive evaluation method and so on. This paper takes Jiangxi province national industrial park as the research object, carries on the comprehensive evaluation ranking research to it. The comprehensive evaluation of industrial park is a comprehensive system engineering. It is necessary not only to construct a set of comprehensive and reasonable evaluation index system, but also to choose the appropriate evaluation method, combine quantitative analysis with qualitative analysis, and reflect the objectivity. Scientific and rational. Referring to all kinds of evaluation index system and combining with the development characteristics of Jiangxi National Industrial Park, this paper sets up a four modules, namely economic benefit, resource utilization efficiency, development potential and ecological benefit, which include economic benefit, resource utilization efficiency, development potential and ecological benefit. And the comprehensive evaluation index system which contains 30 three-level indexes. And collect the latest data of the industrial park development report of Jiangxi Provincial small and medium Enterprises Bureau in 2012, refer to the industrial economic yearbook of Jiangxi Province in 2011, China Investment Guide and so on to extract, select and process the index data. At the same time, the model combination of data Envelopment Analysis (DEA) and Analytic hierarchy process (AHP) with complementary functions is chosen to overcome the shortcomings of general DEA method in weight selection, and to make up for the deficiency of excessive subjective evaluation of experts, so the comprehensive evaluation results have more practical significance. For the analysis of the evaluation results, this paper also compares and analyzes the status of Jiangxi Province Industrial Park in the development of the national industrial park in the central region, combining with the evaluation results of the national industrial park in the central region. It provides a reference for the national industrial park of Jiangxi Province. In addition, according to the regional characteristics of Jiangxi Province, some suggestions are put forward for the development of Jiangxi National Industrial Park, including cluster development, financing innovation, improvement of land utilization rate, construction of ecological park, strengthening of foreign exchange, and so on. This study is carried out at the beginning of the new round of national industrial park list publication, showing the positive role of theoretical guidance to keep pace with the times, at the same time, In order to provide effective evaluation mechanism and guarantee for the healthy and sustainable development of the industrial park in Jiangxi province, the comprehensive competitive power evaluation platform of Jiangxi industrial park has been built inconspicuously in order to investigate the present situation of the industrial park development in Jiangxi province. The comprehensive evaluation provides a powerful decision-making basis for the government and enterprises to find and solve problems at the same time, and provides a theoretical support for maintaining the core competitiveness of the park.
