【摘要】：工業(yè)化是推動一個(gè)國家或者一個(gè)地區(qū)經(jīng)濟(jì)增長的主題,是通向現(xiàn)代化的必由之路。西安地處西北,屬于欠發(fā)達(dá)城市,正處于工業(yè)化發(fā)展中期,不斷總結(jié)經(jīng)驗(yàn)優(yōu)化產(chǎn)業(yè)發(fā)展政策至關(guān)重要。本文運(yùn)用公共管理學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)和發(fā)展經(jīng)濟(jì)學(xué)理論,借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn)和理論成果,分析西安市工業(yè)化進(jìn)程,揭示西安市工業(yè)化發(fā)展規(guī)律,探討工業(yè)政策在工業(yè)化進(jìn)程中所發(fā)揮的作用,研究政府如何推行和優(yōu)化工業(yè)發(fā)展政策,以便更好地落實(shí)工業(yè)化戰(zhàn)略,實(shí)現(xiàn)持續(xù)快速穩(wěn)定的發(fā)展,達(dá)到既定的發(fā)展目標(biāo)。文章最后給出了整合財(cái)政資源,突出重點(diǎn),集中使用資金,大力扶持工業(yè)園區(qū)建設(shè),切實(shí)推進(jìn)工業(yè)節(jié)能降耗,創(chuàng)新招商模式,以大項(xiàng)目帶動大發(fā)展,重視人才培養(yǎng)等建議。
[Abstract]:Industrialization is the theme of promoting the economic growth of a country or a region, and it is the only way to modernization. Xi'an is located in the northwest, belongs to the underdeveloped city, is in the middle stage of industrialization development, it is very important to constantly summarize the experience and optimize the industrial development policy. Based on the theories of public management, industrial economics and development economics, this paper analyzes the industrialization process of Xi'an and reveals the law of industrialization development of Xi'an by drawing lessons from advanced experience and theoretical achievements at home and abroad. This paper discusses the role of industrial policy in the process of industrialization, and studies how the government carries out and optimizes the industrial development policy in order to better implement the industrialization strategy, achieve sustained, rapid and stable development, and achieve the established development goals. Finally, the paper gives some suggestions such as integrating the financial resources, highlighting the key points, centralizing the use of funds, vigorously supporting the construction of the industrial park, effectively promoting industrial energy conservation and reducing consumption, innovating the mode of attracting investment, promoting large-scale development with large-scale projects, and attaching importance to the cultivation of talents, and so on.
