【摘要】：仔細(xì)審視供電企業(yè)發(fā)展面臨的內(nèi)外部環(huán)境,不難發(fā)現(xiàn)進(jìn)行供電企業(yè)的外部環(huán)境風(fēng)險(xiǎn)管理研究,在供電企業(yè)實(shí)施“法治”,規(guī)范供電企業(yè)運(yùn)營行為,增強(qiáng)供電企業(yè)抵御經(jīng)營和外部風(fēng)險(xiǎn)的能力,使供電企業(yè)在發(fā)展的過程中少付代價(jià),保證企業(yè)持續(xù)、有序、和諧發(fā)展,具有非常強(qiáng)的針對性和重要的現(xiàn)實(shí)意義。 本文在充分調(diào)研的基礎(chǔ)上,對供電企業(yè)在管理流程和業(yè)務(wù)制度等環(huán)節(jié)的常見外部風(fēng)險(xiǎn)進(jìn)行全面梳理,并以現(xiàn)有的法律法規(guī)及相關(guān)外部風(fēng)險(xiǎn)作為客體進(jìn)行研究,試圖從安全生產(chǎn)、電網(wǎng)建設(shè)、電力營銷等角度,發(fā)現(xiàn)、識別、分析、控制和處理供電企業(yè)面臨和潛在的各項(xiàng)常見外部風(fēng)險(xiǎn),從而提出相應(yīng)的解決措施,設(shè)計(jì)外部風(fēng)險(xiǎn)管理體系,實(shí)現(xiàn)外部風(fēng)險(xiǎn)管理體系與企業(yè)管理體系的有效融合,以達(dá)到規(guī)范供電企業(yè)各項(xiàng)操作程序、防范外部風(fēng)險(xiǎn)的目的。 經(jīng)研究發(fā)現(xiàn),供電企業(yè)外部風(fēng)險(xiǎn)管理,必須通過建立完善一系列制度、組織、流程和職能,形成一個(gè)完整、規(guī)范、動態(tài)的外部風(fēng)險(xiǎn)管理體系來予以控制和管理。這個(gè)體系涉及到供電企業(yè)可能存在外部風(fēng)險(xiǎn)的各個(gè)業(yè)務(wù)和管理領(lǐng)域,貫穿于各個(gè)業(yè)務(wù)和管理活動過程中,也深入到各個(gè)部門的工作,它的建立、運(yùn)行和周期滾動不能依靠個(gè)別部門,必須通過供電企業(yè)各部門和全體員工的協(xié)調(diào)配合來完成。有效實(shí)施外部風(fēng)險(xiǎn)管理需要六個(gè)方面的保障措施：領(lǐng)導(dǎo)重視是有效推進(jìn)外部風(fēng)險(xiǎn)管理的前提；市場需求是外部風(fēng)險(xiǎn)管理的動力；員工的風(fēng)險(xiǎn)意識是外部風(fēng)險(xiǎn)管理的基礎(chǔ)；有效的制度與組織體系是外部風(fēng)險(xiǎn)管理的保障；持續(xù)的監(jiān)測與改進(jìn)是外部風(fēng)險(xiǎn)管理的法寶；企業(yè)的核心競爭力是外部風(fēng)險(xiǎn)管理的方向。
[Abstract]:By carefully examining the internal and external environment facing the development of power supply enterprises, it is not difficult to find out that it is easy to carry out research on external environmental risk management of power supply enterprises, to implement "rule of law" in power supply enterprises, and to standardize the operation behavior of power supply enterprises. To strengthen the ability of power supply enterprises to resist management and external risks, to reduce the cost of power supply enterprises in the process of development, to ensure the sustained, orderly and harmonious development of enterprises, has a very strong pertinence and important practical significance. On the basis of full investigation, this paper comprehensively combs the common external risks in the management process and business system of power supply enterprises, and takes the existing laws and regulations and related external risks as the object to try to conduct a study from the safety production. From the point of view of power grid construction, electric power marketing and so on, to find, identify, analyze, control and deal with the common external risks faced and potential by power supply enterprises, so as to put forward the corresponding solutions and design the external risk management system. To realize the effective integration of external risk management system and enterprise management system in order to standardize the operation procedures of power supply enterprises and guard against external risks. It is found that the external risk management of power supply enterprises must be controlled and managed by establishing and perfecting a series of systems, organizations, processes and functions to form a complete, standardized and dynamic external risk management system. This system involves all kinds of business and management fields in which external risks may exist in power supply enterprises, runs through the process of various business and management activities, and also goes deep into the work of various departments. Operation and cycle rolling can not depend on individual departments, but must be completed by coordination of all departments and staff of power supply enterprises. Effective implementation of external risk management requires six aspects of safeguards: leadership attention is the premise to effectively promote external risk management, market demand is the driving force of external risk management, employees' risk awareness is the basis of external risk management; Effective system and organization system is the guarantee of external risk management; continuous monitoring and improvement is the magic weapon of external risk management; the core competitiveness of enterprises is the direction of external risk management.
