安塞油田老油田維護項目管理體系優(yōu)化研究

【摘要】:石油作為不可再生的稀缺資源,不僅關系到一個國家的經(jīng)濟安全,也關系到一個國家政治、軍事安全,在國家國民經(jīng)濟中具有舉足輕重的作用。隨著我國經(jīng)濟的快速增長,對石油的需求逐年增加,而目前國內(nèi)油田都已經(jīng)步入開發(fā)中后期,上產(chǎn)難度加大,對外石油依存度逐年攀升。 安塞油田已投入開發(fā)30多年,油田發(fā)展步入中后期,綜合含水上升,產(chǎn)油量遞減。同時,還面臨著后備儲量嚴重不足,油田基礎設施老化的問題。為了保持油田的長期穩(wěn)產(chǎn)和可持續(xù)發(fā)展,每年都需要投入一定的資金對老油田進行維護,要實現(xiàn)老油田的持續(xù)穩(wěn)產(chǎn)和效益開發(fā)就必須注重老油田維護項目的投入產(chǎn)出分析。 油田維護項目管理是一項復雜的系統(tǒng)工程,參建隊伍多、涉及專業(yè)多,技術多樣,如何選用科學合理的項目管理方法是優(yōu)質(zhì)、高效完成油田維護項目的基礎。本文以老油田維護項目為研究對象,結合油田實際,運用經(jīng)濟學、管理學、項目管理學相關理論,,采用比較分析、比較研究、實證分析的方法,對安塞油田老油田維護項目管理的運行現(xiàn)狀及制約因素進行剖析,找出存在問題。同時,借鑒國內(nèi)外先進管理體制和項目管理模式,立足油田機構設置現(xiàn)狀,建立起適合安塞油田老油田維護項目的工程建設和監(jiān)督相分離的管理體系,實現(xiàn)部門“責、權、利”對立統(tǒng)一。本文所闡述的安塞油田老油田維護項目管理體系可為長慶油田今后穩(wěn)產(chǎn)階段的油田維護項目管理提供借鑒。
[Abstract]:As a non-renewable scarce resource, oil is not only related to the economic security of a country, but also to the political and military security of a country, which plays an important role in the national economy. With the rapid growth of China's economy, the demand for oil increases year by year. At present, the domestic oil fields have entered the middle and late stage of development, the difficulty of oil production has increased, and the degree of dependence on foreign oil has increased year by year. Ansai Oilfield has been put into development for more than 30 years. At the same time, it also faces the problem of serious shortage of reserve and aging of oil field infrastructure. In order to maintain the long-term stable production and sustainable development of the oil field, it is necessary to invest certain funds to maintain the old oil field every year. In order to realize the sustained stable production and benefit development of the old oil field, we must pay attention to the input-output analysis of the maintenance project of the old oil field. Oilfield maintenance project management is a complex system engineering, involving many teams, involving many professional, diverse technology. How to select scientific and reasonable project management method is the basis of high quality and efficient completion of oilfield maintenance project. This article takes the old oil field maintenance project as the research object, unifies the oil field reality, uses the economics, the management science, the project management related theory, uses the comparison analysis, the comparison research, the demonstration analysis method, This paper analyzes the operation status and restrictive factors of the maintenance project management in Ansai Oilfield, and finds out the existing problems. At the same time, drawing lessons from the advanced management system and project management mode at home and abroad, based on the present situation of setting up the oil field organization, a management system suitable for the maintenance project of the old oil field in Ansai Oilfield is established, which separates the engineering construction from the supervision, so as to realize the responsibility and right of the department. The unity of opposites. The maintenance project management system described in this paper can be used for reference in the future stable production stage of Changqing Oilfield.
