【摘要】：電網(wǎng)作為城市的重要基礎(chǔ)設(shè)施，其建設(shè)和改造對地區(qū)的社會經(jīng)濟、社會環(huán)境、社會生活和自然資源都有著深遠影響。對電網(wǎng)建設(shè)項目的評價，，普遍存在重視經(jīng)濟和環(huán)境影響評價，而忽視社會效益評價的現(xiàn)象。而且目前在國內(nèi)項目社會效益評價的案例中，也只是對社會效益顯著的鐵路、交通、水利工程等項目的社會效益進行了分析。對電網(wǎng)建設(shè)項目社會效益的評價以及社會效益評價指標(biāo)體系鮮有研究。 本文針對這一問題，結(jié)合電網(wǎng)建設(shè)項目的特點進行了整理和分析，參考其他行業(yè)項目社會效益評價的成功經(jīng)驗，建立了電網(wǎng)建設(shè)項目社會效益評價模型。并運用該模型，對酒泉西郊變配套送出工程的社會效益進行了評價研究。本文運用文獻綜述、問卷調(diào)查、專家打分等方法建立了電網(wǎng)建設(shè)項目社會效益評價指標(biāo)體系，使用層次分析法對實際項目進行分析，得出每個具體指標(biāo)在該項目社會效益評價中的權(quán)重，最后采用模糊綜合評價法得出了最終的評價結(jié)果。評價結(jié)果表明，該電網(wǎng)建設(shè)項目將對電力用戶、電力行業(yè)、國民經(jīng)濟以及社會發(fā)展和環(huán)境保護產(chǎn)生了廣泛效益，該項目的社會效益良好。也進一步驗證了評價模型的有效性及可行性，為今后的實際應(yīng)用提供了指導(dǎo)。
[Abstract]:As an important infrastructure of a city, power grid construction and transformation have a profound impact on the social economy, social environment, social life and natural resources of the region. In the evaluation of power grid construction projects, it is common to attach importance to economic and environmental impact assessment, but ignore the social benefit evaluation. At present, in the case of social benefit evaluation of domestic projects, only the social benefits of railway, traffic and water conservancy projects with remarkable social benefits are analyzed. There is little research on social benefit evaluation and social benefit evaluation index system of power grid construction project. In view of this problem, combining with the characteristics of power grid construction projects, this paper makes a collation and analysis, and sets up a social benefit evaluation model of power grid construction projects, referring to the successful experience of other industry projects' social benefits evaluation. The model is used to evaluate the social benefits of the auxiliary project in Jiuquan suburb. In this paper, a social benefit evaluation index system of power grid construction project is established by the methods of literature review, questionnaire survey and expert scoring, and the analytic hierarchy process (AHP) is used to analyze the actual project. The weight of each specific index in the social benefit evaluation of the project is obtained, and the final evaluation result is obtained by using the fuzzy comprehensive evaluation method. The evaluation results show that the power grid construction project will have a wide range of benefits to power users, power industry, national economy, social development and environmental protection, and the social benefits of the project are good. The validity and feasibility of the evaluation model are further verified, which provides guidance for practical application in the future.
