【摘要】：隨著世界經(jīng)濟(jì)的發(fā)展,一場綠色變革浪潮正在席卷全球,人類社會進(jìn)入了“保護(hù)自然,崇尚自然,促進(jìn)持續(xù)發(fā)展”為核心的綠色時代,其實質(zhì)是提倡人類社會的可持續(xù)發(fā)展,它強(qiáng)調(diào)對人類生存環(huán)境的保護(hù)和自然資源的合理開發(fā)、綜合利用。國際間的商品交換對環(huán)境和資源所造成的影響成為人們關(guān)注的焦點之一,我國大力實施綠色包裝戰(zhàn)略充分體現(xiàn)了可持續(xù)發(fā)展的戰(zhàn)略思想。 本文通過對北疆紙制品綠色包裝產(chǎn)業(yè)化發(fā)展的現(xiàn)狀、存在問題及未來發(fā)展趨勢等進(jìn)行系統(tǒng)調(diào)研的基礎(chǔ)上,依據(jù)區(qū)域產(chǎn)業(yè)化的原理,研究闡述了北疆紙制品綠色包裝的資源條件和市場需求分析,探討了面臨的機(jī)遇和挑戰(zhàn),提出建立北疆西部區(qū)域紙制品綠色包裝產(chǎn)業(yè)園區(qū)、打造產(chǎn)業(yè)核心功能區(qū),建立產(chǎn)業(yè)一體化格局,建立北疆區(qū)域廢紙回收網(wǎng)點、以及優(yōu)化稅制結(jié)構(gòu),完善稅收制度的構(gòu)想。根據(jù)這一戰(zhàn)略思想,并最終提出北疆西部區(qū)域紙制品綠色包裝產(chǎn)業(yè)品牌策略、打造核心性關(guān)鍵技術(shù)、發(fā)展產(chǎn)業(yè)集群,加大整合力度等實施建議。使北疆紙制品綠色包裝產(chǎn)業(yè)既能滿足生產(chǎn)使用,提高產(chǎn)品競爭力,又能減少對環(huán)境的負(fù)面影響。
[Abstract]:With the development of the world economy, a wave of green change is sweeping the whole world. The human society has entered the green age of "protecting nature, advocating nature and promoting sustainable development". Its essence is to promote the sustainable development of human society. It emphasizes the protection of human living environment and rational exploitation and comprehensive utilization of natural resources. The impact of international commodity exchange on environment and resources has become one of the focuses of attention. The implementation of green packaging strategy in China fully reflects the strategic thinking of sustainable development. On the basis of systematic investigation on the status quo, existing problems and future development trend of green packaging industrialization of paper products in North Xinjiang, this paper bases on the principle of regional industrialization. This paper expounds the resource conditions and market demand of green packaging of paper products in North Xinjiang, discusses the opportunities and challenges faced by them, and puts forward the establishment of green packaging industry park of paper products in the western part of Northern Xinjiang and the establishment of core functional areas of the industry. To establish the pattern of industrial integration, to establish the waste paper recovery network in Northern Xinjiang, to optimize the structure of tax system, and to perfect the tax system. According to this strategic thought, the paper finally puts forward the brand strategy of green packaging industry of paper products in the western part of Northern Xinjiang, the key technology of core, the development of industrial cluster, the strengthening of integration and so on. The green packaging industry of paper products in Northern Xinjiang can not only meet the needs of production and use, improve the competitiveness of products, but also reduce the negative impact on the environment.
