水力發(fā)電廠年度績效考核體系研究

【摘要】:隨著發(fā)電行業(yè)的不斷發(fā)展,原有的計劃體制格局已全面打破。今后發(fā)電企業(yè)間的競爭焦點將逐漸從資源的優(yōu)劣、指標的高低轉為企業(yè)管理能力的競爭。國內外高水平企業(yè)的實踐和現代管理理論已經證明:績效管理能能夠被企業(yè)用來發(fā)現自身存在的潛在問題,提高企業(yè)的運營水平,從而促進企業(yè)實現自身的戰(zhàn)略規(guī)劃,是現代企業(yè)管理中的重要組成部分。做好績效管理工作,能夠有效的提高企業(yè)工作效率,增強企業(yè)的市場競爭力。績效考核的設計和有效實施,是整個績效管理體系中的核心。 電力產業(yè)作為我國的基礎設施建設的重點,占我國固定資產很大比例。隨著電力體制改革的深入,建立一個滿足電力市場需要、符合電力企業(yè)發(fā)展規(guī)律的績效考核體系,能正確引導電力企業(yè)的經營管理,提高企業(yè)經營績效。貴州貴源電力股份有限公司,自引入績效考核管理體系五年來,一直對績效管理的研究和改進非常重視,不斷探討可行的措施和方法,并且逐步在企業(yè)內部展開了績效考核。但是要達到預期的效果,還有很多需要去磨合地方。公司現有的下屬廠(站)考核系統(tǒng)的不成熟主要表現在指標不夠量化、考察定位和周期不合理化,標準不夠明確,部門的銜接和溝通欠缺信息反饋,對考核結果沒有充分應用。本質上還沒有脫離過去計劃體制的工作考核模式,無法實現當初績效考核設計的初衷。綜合公司的實際情況,本論文運用會計學、管理學、人力資源管理學等相關知識和理論,立體性地對貴源公司的經營情況、近期的戰(zhàn)略目標、下屬廠(站)考核系統(tǒng)及進行績效管理的現狀進行調查,對考核中出現的問題進行診斷,并運用績效考核理論、技術和方法,對貴公司下屬廠(站)進行綜合的績效考核優(yōu)化設計,以期達到助力企業(yè)健康和諧發(fā)展,實現企業(yè)的戰(zhàn)略目標的目的,并為國內中小型水力發(fā)電企業(yè)的管理提供借鑒。
[Abstract]:With the continuous development of the power generation industry, the original pattern of planning system has been completely broken. In the future, the focus of competition among power generation enterprises will gradually change from the advantages and disadvantages of resources and the level of indicators to the competition of enterprise management ability. The practice and modern management theory of high-level enterprises at home and abroad have proved that performance management can be used by enterprises to discover potential problems and improve their operation level, thus promoting enterprises to realize their own strategic planning. It is an important part of modern enterprise management. Do well the performance management, can effectively improve the efficiency of enterprises, enhance the market competitiveness of enterprises. The design and effective implementation of performance appraisal is the core of the whole performance management system. Electric power industry, as the focus of infrastructure construction in China, accounts for a large proportion of fixed assets in China. With the deepening of the electric power system reform, the establishment of a performance appraisal system that meets the needs of the electricity market and meets the development laws of the electric power enterprises can correctly guide the operation and management of the electric power enterprises and improve the business performance of the enterprises. Guizhou Guiyuan Electric Power Co., Ltd. has been paying great attention to the research and improvement of performance management since the introduction of the performance appraisal management system for five years, and has been exploring the feasible measures and methods, and has gradually launched the performance appraisal within the enterprise. But to achieve the desired results, there is still a lot of need to run-in places. The immaturity of the company's existing factory (station) examination system is mainly reflected in the lack of quantification of the index, the lack of rationalization of the inspection orientation and cycle, the lack of clarity of the standard, the lack of information feedback in the connection and communication of the departments, and the insufficient application of the examination results. In essence, it has not deviated from the work appraisal model of the past planning system, and can not realize the original intention of the performance appraisal design. Synthesizing the actual situation of the company, this paper applies the related knowledge and theory, such as accounting, management, human resources management, etc., to the management situation of Guiyuan company and the strategic objectives in the near future. The current situation of performance management in subordinate factory (station) is investigated, the problems in the examination are diagnosed, and the theory, technology and method of performance appraisal are used. The comprehensive performance appraisal and optimization design of your subordinate factory (station) is carried out in order to help the healthy and harmonious development of the enterprise, realize the strategic goal of the enterprise, and provide reference for the management of the domestic small and medium-sized hydropower enterprises.
