【摘要】：裝備制造業(yè)是為國民經(jīng)濟(jì)發(fā)展和國防建設(shè)提供技術(shù)裝備的基礎(chǔ)性產(chǎn)業(yè)，具有需求彈性大、與其他產(chǎn)業(yè)關(guān)聯(lián)度高、對國民經(jīng)濟(jì)帶動(dòng)作用強(qiáng)、高科技含量的特點(diǎn)，是國民經(jīng)濟(jì)增長和科學(xué)技術(shù)升級(jí)的原始動(dòng)力，在推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)變升級(jí)中發(fā)揮著獨(dú)一無二的基礎(chǔ)作用。黑龍江省是“東北老工業(yè)基地”的重要組成部分之一，是開國初期就重點(diǎn)建設(shè)的裝備制造業(yè)產(chǎn)、學(xué)、研基地。然而改革開發(fā)后，由于長期受到計(jì)劃經(jīng)濟(jì)體制的影響，經(jīng)濟(jì)轉(zhuǎn)軌較慢，導(dǎo)致黑龍江省裝備制造業(yè)一度陷入低谷，在與國內(nèi)其他裝備制造業(yè)強(qiáng)省的競爭中逐漸趨于弱勢。因此，在國家提出“大力振興裝備制造業(yè)”的歷史機(jī)遇下，本文對于鞏固和發(fā)揮地區(qū)裝備制造業(yè)在區(qū)域經(jīng)濟(jì)中的戰(zhàn)略主導(dǎo)作用，加快黑龍江省工業(yè)化進(jìn)程，實(shí)現(xiàn)地區(qū)經(jīng)濟(jì)跨越式發(fā)展有著十分深遠(yuǎn)的現(xiàn)實(shí)意義。 本文首先對國內(nèi)外競爭力評(píng)價(jià)理論以及評(píng)價(jià)方法的研究現(xiàn)狀進(jìn)行跟蹤，在此基礎(chǔ)上，針對裝備制造業(yè)構(gòu)建地區(qū)產(chǎn)業(yè)競爭力評(píng)價(jià)指標(biāo)體系并確定其評(píng)價(jià)方法，而后運(yùn)用定性分析與定量分析相結(jié)合、統(tǒng)計(jì)分析與比較分析相結(jié)合的研究方法對黑龍江省裝備制造業(yè)競爭力進(jìn)行對比計(jì)算。最后，采用理論分析和對策分析相結(jié)合的方法提出了黑龍江省裝備制造業(yè)競爭力的提升對策。為改變黑龍江省裝備制造業(yè)在全國競爭格局中的地位，促進(jìn)地區(qū)經(jīng)濟(jì)的發(fā)展以及政府部門相關(guān)政策的制定提供了理論依據(jù)。
[Abstract]:The equipment manufacturing industry is the basic industry which provides the technical equipment for the national economy development and the national defense construction. It has the characteristics of high demand elasticity, high correlation with other industries, strong driving effect on the national economy and high technology content. It is the original motive force of national economic growth and scientific and technological upgrading, and plays a unique role in promoting the transformation and upgrading of industrial structure. Heilongjiang Province is one of the important parts of the Northeast Old Industrial Base, which is the key equipment manufacturing industry, learning and research base. However, after the reform and development, because of the influence of planned economy system for a long time, the economic transition is relatively slow, leading to the equipment manufacturing industry in Heilongjiang Province once fell into a trough, and gradually tended to be weak in the competition with other strong provinces of equipment manufacturing industry in China. Therefore, under the historical opportunity of "vigorously revitalizing the equipment manufacturing industry" proposed by the state, this paper will consolidate and give full play to the strategic leading role of the regional equipment manufacturing industry in the regional economy and speed up the industrialization process of Heilongjiang Province. It is of great practical significance to realize the leapfrog development of regional economy. In this paper, firstly, the research status of domestic and foreign competitiveness evaluation theory and evaluation method is followed, and based on this, the evaluation index system of regional industry competitiveness is constructed and the evaluation method is determined according to the equipment manufacturing industry. Then the comparative calculation of the competitive power of Heilongjiang equipment manufacturing industry is carried out by combining qualitative analysis with quantitative analysis and statistical analysis with comparative analysis. Finally, the paper puts forward the countermeasures to enhance the competitiveness of the equipment manufacturing industry in Heilongjiang Province by combining theoretical analysis with countermeasure analysis. It provides a theoretical basis for changing the position of the equipment manufacturing industry in Heilongjiang Province in the national competition pattern, promoting the development of regional economy and making relevant policies of government departments.
