珠海市建筑業(yè)誠信體系問題研究

【摘要】：近年來，隨著珠海市“建設(shè)珠江口西岸中心城市”、“港珠澳大橋”和“十大民心工程”的穩(wěn)步推進，極大地促進了珠海市建筑業(yè)的蓬勃發(fā)展，建筑業(yè)在加快珠海市經(jīng)濟社會發(fā)展、加快城市建設(shè)和改善人居環(huán)境等方面發(fā)揮了重要作用。與此同時，由于建筑領(lǐng)域普遍存在違法分包、轉(zhuǎn)包、掛靠、不作為等失信行為，致使建筑業(yè)市場信用環(huán)境嚴重惡化，近年來因建筑業(yè)工人工資和工程質(zhì)量問題等引發(fā)的群體性事件呈多發(fā)態(tài)勢，，嚴重影響了該行業(yè)健康發(fā)展與社會和諧穩(wěn)定。有鑒于此，如何建立全面的建筑業(yè)市場誠信評價體系，提升建筑業(yè)信用環(huán)境，促進建筑業(yè)的健康持續(xù)發(fā)展，這些已成為建設(shè)業(yè)主管部門和從業(yè)者亟待研究和解決的問題。 本文以完善珠海市建筑業(yè)誠信體系建設(shè)為主題，圍繞建筑業(yè)誠信體系的內(nèi)涵和特點。以及珠海市建筑業(yè)誠信體系的現(xiàn)狀、問題和建設(shè)措施等問題進行論述。全文共分為五個部分，第一部分是緒論，主要對本課題的研究緣由、研究意義國內(nèi)外相關(guān)研究和實踐成果，以及研究思路、文章框架結(jié)構(gòu)和研究方法做綜述。第二部分是研究“建筑業(yè)誠信體系的內(nèi)涵和特點”，主要對誠信的內(nèi)涵、誠信體系的內(nèi)涵、建筑業(yè)的組成和運行特點，以及建筑業(yè)誠信體系的內(nèi)涵及特征進行分析。第三部分是“珠海市建筑業(yè)誠信體系的基本構(gòu)架與存在的問題”，在詳細論述現(xiàn)已實行的誠信體系的基本構(gòu)架的基礎(chǔ)上，對其現(xiàn)存問題進行了分析和總結(jié)。第四部分是“完善珠海市建筑業(yè)誠信體系的對策”，根據(jù)現(xiàn)階段珠海市誠信體系存在的問題，提出建立多方評價系統(tǒng)、“每日一評”、促進“建筑施工現(xiàn)場和招投標市場”的兩場聯(lián)動、加強政府宣傳引導(dǎo)、規(guī)范政府在工程建設(shè)領(lǐng)域的行為等措施，以此為增強和完善珠海市建筑業(yè)誠信體系貢獻力量。
[Abstract]:In recent years, with the "construction of the central city in the West Bank of the Pearl River Estuary", the "Hong Kong-Zhuhai-Macao Bridge" and the "Ten projects of popular support" in Zhuhai City, the construction industry in Zhuhai has greatly promoted the vigorous development. The construction industry plays an important role in accelerating the economic and social development of Zhuhai, speeding up the urban construction and improving the living environment. At the same time, because of the widespread illegal subcontracting, linking and inaction in the construction field, the credit environment of the construction market has deteriorated seriously. In recent years, the mass events caused by workers' wages and engineering quality problems in the construction industry have become more and more frequent, which has seriously affected the healthy development of the industry and social harmony and stability. In view of this, how to establish a comprehensive credit evaluation system for the construction industry market, improve the credit environment of the construction industry, and promote the healthy and sustainable development of the construction industry has become an urgent problem to be studied and solved by the construction industry authorities and practitioners. This paper focuses on the connotation and characteristics of the integrity system of construction industry in Zhuhai. And Zhuhai construction industry integrity system status quo, problems and construction measures are discussed. This paper is divided into five parts. The first part is the introduction, mainly to the research reason of this topic, the significance of the research at home and abroad and related research and practical results, as well as the research ideas, the article framework structure and research methods to do a summary. The second part is the study of the connotation and characteristics of the integrity system in the construction industry. It mainly analyzes the connotation of the credit system, the composition and operation characteristics of the construction industry, and the connotation and characteristics of the integrity system of the construction industry. The third part is "the basic framework and existing problems of the credit system of Zhuhai construction industry". Based on the detailed discussion of the basic framework of the credit system implemented now, the paper analyzes and summarizes the existing problems. The fourth part is "the countermeasure to perfect the credit system of Zhuhai construction industry". According to the problems existing in the credit system of Zhuhai City at present, the author puts forward the establishment of multi-party evaluation system, "one comment every day". To promote the linkage of "construction site and bidding market", to strengthen government propaganda and guidance, to standardize government behavior in the field of engineering construction, and to contribute to strengthening and improving the integrity system of Zhuhai construction industry.
