【摘要】：行業(yè)協(xié)會(huì)與企業(yè)、市場(chǎng)、政府是市場(chǎng)經(jīng)濟(jì)的四大主體,它是市場(chǎng)經(jīng)濟(jì)的必然產(chǎn)物。我國(guó)經(jīng)濟(jì)轉(zhuǎn)型時(shí)期和政府職能轉(zhuǎn)變的過(guò)程期間,也是行業(yè)協(xié)會(huì)起步和發(fā)展的過(guò)程。行業(yè)協(xié)會(huì)作為我國(guó)市場(chǎng)經(jīng)濟(jì)體制建設(shè)的一個(gè)重要組成單元,隨著政府職能的轉(zhuǎn)變和改革開放不斷深化、市場(chǎng)體制越來(lái)越完善,其作用越來(lái)越重要,發(fā)展的空間越來(lái)越大。建立良好的行業(yè)協(xié)會(huì),是市場(chǎng)經(jīng)濟(jì)體制成熟的標(biāo)志之一。在我國(guó)專業(yè)經(jīng)濟(jì)管理部門撤銷后,特別是我國(guó)加入WTO以后，發(fā)揮行業(yè)協(xié)會(huì)的重要作用已成為化學(xué)工業(yè)體制中不可或缺的中間環(huán)節(jié)。本文正是在這一背景下，選取山東省化工行業(yè)協(xié)會(huì)作為發(fā)展轉(zhuǎn)型過(guò)程中對(duì)策研究對(duì)象，以此為突破口，研究如何使協(xié)會(huì)盡快轉(zhuǎn)型,對(duì)我國(guó)化學(xué)工業(yè)的健康發(fā)展至關(guān)重要。 本文查閱和研究了大量關(guān)于行業(yè)協(xié)會(huì)的論文與書籍,在吸取了國(guó)內(nèi)外研究成果的基礎(chǔ)上，進(jìn)一步展開，進(jìn)行了深入探討。通過(guò)SWOT方法，重點(diǎn)對(duì)山東省化工行業(yè)協(xié)會(huì)轉(zhuǎn)型發(fā)展的優(yōu)勢(shì)和劣勢(shì)進(jìn)行了分析,探討了體制內(nèi)生成的化工行業(yè)協(xié)會(huì)所面臨的挑戰(zhàn)以及下一步轉(zhuǎn)型的必要性。并結(jié)合實(shí)際案例，以淄博市化工行業(yè)協(xié)會(huì)為研究樣本,結(jié)合該行業(yè)協(xié)會(huì)的發(fā)展歷史和現(xiàn)狀,分析了當(dāng)前我國(guó)化工行業(yè)協(xié)會(huì)存在的問(wèn)題，，并針對(duì)這些問(wèn)題的解決提出了充分發(fā)揮政府支持和密切聯(lián)系企業(yè)的優(yōu)勢(shì)、推進(jìn)“官辦民辦”的緊密結(jié)合、建設(shè)具備民間化、市場(chǎng)化、國(guó)際化、非營(yíng)利特征的化工行業(yè)專業(yè)分會(huì)的發(fā)展和轉(zhuǎn)型策略。
[Abstract]:Trade association and enterprise, market, government are the four main bodies of market economy, it is the inevitable outcome of market economy. During the period of economic transition and government function transformation, it is also the process of trade association's starting and development. As an important component unit of the construction of market economy system in our country, with the transformation of government function and the deepening of reform and opening up, the market system is becoming more and more perfect, its function is becoming more and more important, and the space for development is getting bigger and bigger. The establishment of a good trade association is one of the signs of the maturity of the market economy system. After the abolition of professional economic management departments in China, especially after China's entry into WTO, giving play to the important role of trade associations has become an indispensable intermediate link in the chemical industry system. It is under this background that the Shandong Chemical Industry Association is chosen as the countermeasure research object in the process of development and transformation, and the research on how to make the association transform as soon as possible is very important to the healthy development of chemical industry in China. This paper has consulted and studied a large number of papers and books on trade associations, which have been further developed and discussed on the basis of absorbing the domestic and foreign research results. By means of SWOT, the advantages and disadvantages of the transformation and development of Shandong Chemical Industry Association are analyzed, and the challenges faced by chemical industry associations formed in the system and the necessity of further transformation are discussed. Combined with the actual case, taking Zibo Chemical Industry Association as the research sample, combined with the development history and present situation of the association, this paper analyzes the existing problems of the chemical industry association in China. In order to solve these problems, the author puts forward the advantages of giving full play to the advantages of government support and close contact with enterprises, promoting the close combination of "government-run private enterprises", and building a non-governmental, market-oriented, internationalized, Non-profit characteristics of the chemical industry professional branch development and transformation strategy.
