江蘇省區(qū)域制造業(yè)轉移與承接的實證研究

【摘要】:區(qū)域產業(yè)轉移能夠有效促進發(fā)達地區(qū)產業(yè)結構升級與欠發(fā)達地區(qū)產業(yè)的合理調整,最終實現區(qū)域經濟協(xié)調發(fā)展的目標。 本文以江蘇省域制造業(yè)為例,闡述了制造業(yè)作為江蘇省的主導產業(yè),其總體規(guī)模在全國具有絕對的競爭優(yōu)勢。但江蘇省區(qū)域制造業(yè)發(fā)展嚴重失衡,具體表現為蘇南地區(qū)制造業(yè)發(fā)展較為充分,,而蘇北地區(qū)制造業(yè)發(fā)展相對滯后,進一步研究發(fā)現兩區(qū)域間制造業(yè)存在產業(yè)梯度差異,在一定程度上具備了實現制造業(yè)轉移與承接的客觀條件。江蘇省自2002年提出“南北掛鉤”合作協(xié)議以來,南北區(qū)域間制造業(yè)轉移與承接項目的規(guī)模逐年擴大,但是其制造業(yè)轉移的效應不明顯。 針對目前江蘇省南北區(qū)域制造業(yè)轉移與承接中存在的問題,本文首先構建了產業(yè)轉移與承接控制模型——在產業(yè)轉移新古典模型的基礎上引入技術與能源兩種生產要素,比較產業(yè)轉移前后以及技術轉移程度處于上限、下限以及上下限不同狀態(tài)下兩區(qū)域總效用水平,劃分出產業(yè)轉移的可行性邊界;然后以傳統(tǒng)制造業(yè)為研究范疇,利用面板數據的回歸方法對江蘇省蘇南五市與蘇北五市進行實證研究,結合上述模型推導出的產業(yè)轉移可行性邊界得出結論:目前南北區(qū)域中僅常州市——鹽城市、鎮(zhèn)江市——鹽城市或者鎮(zhèn)江市——徐州市三者之間制造業(yè)轉移與承接確定可行;由于技術轉移程度與效率的不確定,造成了南北區(qū)域中其余城市間制造業(yè)轉移與承接的不確定。 最后,本文就如何有效促進江蘇省南北區(qū)域制造業(yè)轉移與承接提出政策建議。
[Abstract]:Regional industrial transfer can effectively promote the upgrading of industrial structure in developed areas and the rational adjustment of industries in underdeveloped areas, and finally realize the goal of coordinated development of regional economy. Taking the manufacturing industry of Jiangsu Province as an example, this paper expounds that manufacturing industry is the leading industry in Jiangsu Province, and its overall scale has absolute competitive advantage in the whole country. However, the development of regional manufacturing industry in Jiangsu Province is seriously out of balance, which shows that the development of manufacturing industry in southern Jiangsu is relatively adequate, while the development of manufacturing industry in northern Jiangsu is relatively lagging. Further research shows that there is an industrial gradient difference between the two regions. To a certain extent, it has the objective conditions to realize the transfer and undertaking of manufacturing industry. Since Jiangsu Province put forward the cooperation agreement of "North-south linkage" in 2002, the scale of manufacturing industry transfer and undertaking project has expanded year by year, but the effect of manufacturing industry transfer is not obvious. In view of the problems existing in the transfer and undertaking of manufacturing industry in the north and south of Jiangsu Province at present, this paper first constructs the model of industrial transfer and undertaking control, which is based on the new classical model of industrial transfer, and introduces two kinds of factors of production: technology and energy. Comparing the total utility level of the two regions before and after the industrial transfer and the degree of technology transfer in the upper and lower limits and the different states of the upper and lower limits, the feasibility boundary of industrial transfer is divided. Then take the traditional manufacturing industry as the research category, using the panel data regression method to carry on the empirical research to the five cities in Jiangsu Province and the five cities in the north of Jiangsu province. According to the feasibility boundary of industrial transfer derived from the above model, the following conclusions are drawn: at present, only Changzhou Yancheng City, Zhenjiang City Yancheng City or Zhenjiang City Xuzhou City are feasible in manufacturing industry transfer and undertaking in the north and south regions; The uncertainty of the degree and efficiency of technology transfer results in the uncertainty of manufacturing industry transfer and undertaking among other cities in the north and south regions. Finally, this paper puts forward some policy suggestions on how to effectively promote the transfer and undertaking of north and south manufacturing industry in Jiangsu Province.
