【摘要】：近年來(lái)地方各級(jí)政府都不斷加大對(duì)水利建設(shè)的投入，在全國(guó)各地陸續(xù)發(fā)生了一系列重大的水利建設(shè)中,每一場(chǎng)重大水利建設(shè)的成功背后都有著水利專項(xiàng)資金的強(qiáng)力支撐�？h級(jí)政府應(yīng)該如何規(guī)范地、更有效地使用這些水利專項(xiàng)資金,使有限的資金發(fā)揮出最大的社會(huì)、經(jīng)濟(jì)和環(huán)境效益,是縣級(jí)政府和廣大人民群眾的宿愿。然而在我國(guó),對(duì)縣級(jí)如何管理使用水利專項(xiàng)資金管理的研究剛起步不久,各地縣級(jí)政府對(duì)水利專項(xiàng)資金的理解各抒己見(jiàn),各有各的側(cè)重點(diǎn);對(duì)水利專項(xiàng)資金管理和使用的研究也是處于剛剛起步階段,對(duì)水利專項(xiàng)資金縣一級(jí)政府如何管理使用的研究更是罕見(jiàn)。 本文結(jié)合國(guó)內(nèi)外相關(guān)研究,在現(xiàn)有財(cái)政水利支出和財(cái)政水利政策理論研究的基礎(chǔ)上，采取理論與實(shí)際相結(jié)合的方法,從促進(jìn)恩平市如何管理和高效使用水利專項(xiàng)資金兩方面著力，分析研究恩平市在管理使用水利專項(xiàng)資金存在問(wèn)題，，查找影響恩平市如何發(fā)揮水利專項(xiàng)資金效應(yīng)的原因，剖析其形成的成因，并結(jié)合實(shí)際數(shù)據(jù),運(yùn)用分析法對(duì)江門恩平市所投入的水利專項(xiàng)資金的管理工作展開(kāi)研究,構(gòu)建了恩平市水利專項(xiàng)資金的管理體系。同時(shí)，希望本文對(duì)恩平市（縣級(jí)市）的研究，能夠促進(jìn)全國(guó)各地方縣管理使用水利專項(xiàng)資金從粗?jǐn)U方式到科學(xué)化精細(xì)化的轉(zhuǎn)變，有效地促進(jìn)地方水利事業(yè)水平的提高，為地方縣經(jīng)濟(jì)發(fā)展、農(nóng)業(yè)增長(zhǎng)、農(nóng)村穩(wěn)定貢獻(xiàn)綿薄之力。
[Abstract]:In recent years, the local governments at all levels have been increasing their investment in water conservancy construction. In a series of important water conservancy construction, every success of major water conservancy construction has strong support of water conservancy special funds. How the county-level government should make more effective use of these water conservancy funds so that the limited funds can give full play to the social economic and environmental benefits is the predestination of the county government and the broad masses of the people. However, in our country, the research on how to manage and use the special fund of water conservancy at county level has just started. The research on the management and use of water conservancy special funds is still in its infancy, and the research on how to manage and use the special water conservancy funds at county level is even rarer. Based on the existing research on fiscal expenditure and water conservancy policy, this paper combines theory with practice. From the two aspects of how to promote the management and efficient use of water conservancy special funds in Enping, this paper analyzes and studies the problems existing in the management and use of water conservancy special funds in Enping, and finds out the reasons that affect how to exert the effects of water conservancy special funds in Enping. By analyzing the causes of its formation and combining with the actual data, this paper studies the management of the water conservancy special funds invested in Enping by using the analysis method, and constructs the management system of the special funds for water conservancy in Enping. At the same time, it is hoped that the study of Enping city (county level city) in this paper can promote the transformation of the management and use of special funds for water conservancy in all local counties in the whole country from coarse expansion to scientific refinement, and effectively promote the improvement of the level of local water conservancy. For the local county economic development, agricultural growth, rural stability contribution.
