論我國(guó)食品安全管理中的政府責(zé)任

【摘要】:食品安全問(wèn)題是各個(gè)國(guó)家關(guān)注的熱點(diǎn)問(wèn)題之一,環(huán)境污染的加劇、農(nóng)藥獸藥飼料的不科學(xué)使用、食物添加劑的濫用、新技術(shù)新工藝的不斷涌現(xiàn)等等都給食品安全的管理帶來(lái)諸多挑戰(zhàn)。我國(guó)的毒大米、毒韭菜、膨脹西瓜、蒙牛純牛奶強(qiáng)致癌物事件等等食品安全事件相繼發(fā)生。人們發(fā)出“到底還能吃什么”的吶喊。這些食品安全事件凸現(xiàn)了我國(guó)食品安全存在嚴(yán)重問(wèn)題。同時(shí),也暴露了我國(guó)政府在履行食品安全管理責(zé)任時(shí),存在著缺位錯(cuò)位的問(wèn)題。本文找出食品問(wèn)題中政府的責(zé)任,目的在于完善食品管理中政府責(zé)任。本文主要的研究方法包括三種:文獻(xiàn)研究法,收集有關(guān)政府責(zé)任與國(guó)家加強(qiáng)食品安全管理的權(quán)威材料,進(jìn)行全面深入的分析研究;總體分析與個(gè)案分析,以2011-2012年最新食品事件為例分析了我國(guó)政府在食品安全管理中責(zé)任缺位的表現(xiàn)及其原因;比較分析法,對(duì)比國(guó)內(nèi)外食品安全中政府責(zé)任履行狀況,尋找差距并吸收先進(jìn)經(jīng)驗(yàn)。 本文的研究?jī)?nèi)容主要分為五部分。開(kāi)頭界定相關(guān)概念,分析了食品管理現(xiàn)狀的基礎(chǔ)上,引出政府責(zé)任履行不好的原因,提出了改善我國(guó)政府履行食品安全管理的責(zé)任的途徑。最后指出我國(guó)在管理食品安全時(shí),在管理體系、法律法規(guī)體系、檢驗(yàn)檢測(cè)技術(shù)及標(biāo)準(zhǔn)、食品安全信息等方面需要完善的地方。
[Abstract]:The problem of food safety is one of the hot issues concerned by all countries. The pollution of the environment, the unscientific use of pesticides and veterinary drugs and feed, the abuse of food additives, The continuous emergence of new technologies and processes has brought many challenges to the management of food safety. Food safety events such as poisonous rice, poisonous leek, swelling watermelon, Mengniu milk strong carcinogen and so on have occurred one after another. People shouted, "what else can we eat?" These food safety incidents highlight the serious problems of food safety in China. At the same time, it also exposed the absence of dislocation in the implementation of our government's responsibility for food safety management. The purpose of this paper is to perfect the government responsibility in food management. The main research methods of this paper include three kinds: literature research method, collecting authoritative materials about government responsibility and national strengthening food safety management, carrying on comprehensive and in-depth analysis and research; Overall analysis and case analysis, taking the latest food events in 2011-2012 as an example, analyzes the performance and reasons of the absence of responsibility in the food safety management of our government; Comparative analysis, comparison of domestic and foreign food safety in the implementation of government responsibility, to find the gap and absorb advanced experience. The research content of this paper is divided into five parts. On the basis of defining the relevant concepts and analyzing the current situation of food management, the paper points out the reasons for the poor performance of government responsibility, and puts forward the ways to improve the government's performance of the responsibility of food safety management. Finally, the author points out that the management system, laws and regulations system, inspection technology and standard, food safety information and so on need to be perfected in the management of food safety in our country.
