【摘要】：以2004年三鹿奶粉事件為起訖點(diǎn)，近年來(lái)奶制品質(zhì)量問(wèn)題逐漸成為社會(huì)各方所關(guān)注的焦點(diǎn)問(wèn)題，與此相關(guān)的其他一系列食品安全問(wèn)題也紛紛暴露在廣大消費(fèi)者面前�？吹揭荒挥忠荒活l發(fā)的奶制品安全事故，在震驚之余，對(duì)奶制品質(zhì)量安全及與之緊密相關(guān)的政府質(zhì)量規(guī)制問(wèn)題再次進(jìn)行深入的挖掘問(wèn)題產(chǎn)生的深層次緣由仍有重要的現(xiàn)實(shí)意義，同時(shí)針對(duì)問(wèn)題提出行之有效的解決政策方案也是本文重要著力點(diǎn)。 本文首先簡(jiǎn)單介紹了我國(guó)奶制品質(zhì)量規(guī)制所涉及的政府規(guī)制機(jī)構(gòu)及政府質(zhì)量規(guī)制所采用的方法，從而對(duì)主要由我國(guó)政府質(zhì)量規(guī)制相關(guān)部門(mén)主導(dǎo)的規(guī)制體系現(xiàn)狀有一個(gè)較為清晰的認(rèn)識(shí)；其次，對(duì)我國(guó)規(guī)制機(jī)構(gòu)自身及規(guī)制方法存在的問(wèn)題進(jìn)行了闡述，并對(duì)問(wèn)題的原因進(jìn)行了深入剖析。指出了我國(guó)奶制品行業(yè)質(zhì)量規(guī)制績(jī)效是低效率的。然后，將地方保護(hù)主義及信息不對(duì)稱(chēng)等因素參數(shù)化，加入博弈分析中，對(duì)奶制品企業(yè)同當(dāng)?shù)卣块T(mén)的博弈的理性經(jīng)濟(jì)行為進(jìn)行了具體分析；再次，本文對(duì)美國(guó)和澳大利亞兩個(gè)世界產(chǎn)奶大國(guó)的奶制品供應(yīng)和質(zhì)量監(jiān)管進(jìn)行了較為粗略的介紹，并簡(jiǎn)單論述了兩國(guó)對(duì)我國(guó)奶制品行業(yè)發(fā)展及質(zhì)量規(guī)制可供借鑒的經(jīng)驗(yàn)。 最后，跳出奶制品行業(yè)從更為宏觀的角度來(lái)看，一是改革開(kāi)放以來(lái)，，以經(jīng)濟(jì)建設(shè)為中心的時(shí)代大背景的局限性；二是與以盎格魯-撒克遜精神基調(diào)相向的市場(chǎng)經(jīng)濟(jì)與我國(guó)傳統(tǒng)儒家文化未充分融合的深層次原因有關(guān)。因?yàn)榻?jīng)濟(jì)于文化的關(guān)系分析比較復(fù)雜，本文立足于改革開(kāi)放的大背景，著重分析由于奶制品企業(yè)的經(jīng)濟(jì)行為所造成的政府質(zhì)量監(jiān)管問(wèn)題。在本文末尾根據(jù)文章前半部分的分析，結(jié)合我國(guó)實(shí)際提出了幾點(diǎn)有針對(duì)性的建議。
[Abstract]:With the Sanlu milk powder incident in 2004 as the starting point, the quality of dairy products has gradually become the focus of attention in recent years, and a series of other related food safety problems have been exposed to the majority of consumers. Seeing the frequent accidents of dairy products in one scene after another, besides being shocked, it is still of great practical significance to excavate deeply the problems of dairy products quality and safety and the problems of government quality regulation which are closely related to them. At the same time, it is an important point to put forward effective solutions to the problem. Firstly, this paper introduces the government regulation agencies involved in the quality regulation of dairy products in China and the methods adopted by the government. Thus, there is a clear understanding of the current situation of the regulatory system, which is mainly led by the relevant departments of government quality regulation. Secondly, the paper expounds the problems of our country's regulatory institutions and the methods of regulation, and analyzes the causes of the problems. It is pointed out that the performance of quality regulation in dairy industry is inefficient. Then, the local protectionism and information asymmetry are parameterized, and the rational economic behaviors of dairy enterprises and local government departments are analyzed in the game analysis. Thirdly, this paper gives a rough introduction to the supply and quality supervision of dairy products in the two major countries of the world, and briefly discusses the experience of the two countries in the development of dairy industry and quality regulation in our country. Finally, jump out of the dairy industry from a more macro perspective, first, since the reform and opening up, the economic construction as the center of the era background limitations; Secondly, it is related to the deep reason why the market economy with the spirit of Anglo-Saxon is not fully integrated with the traditional Confucian culture in our country. Because the relationship between economy and culture is more complicated, this paper, based on the background of reform and opening up, emphatically analyzes the problems of government quality supervision caused by the economic behavior of dairy enterprises. At the end of this paper, according to the analysis of the first half of the article, combined with the actual situation in our country, some specific suggestions are put forward.
