【摘要】：工業(yè)園區(qū)是產(chǎn)業(yè)集聚的一個載體,是區(qū)域經(jīng)濟發(fā)展的核心動力所在，工業(yè)園區(qū)能否實現(xiàn)其集聚效應、達到可持續(xù)發(fā)展并且引領區(qū)域經(jīng)濟實力的增強，關(guān)鍵在于就是產(chǎn)業(yè)規(guī)劃是否合理，，在工業(yè)園區(qū)這個平臺的建設過程中規(guī)劃的前瞻性與引導性的作用越來越受到重視，運用規(guī)劃的方法，對園區(qū)內(nèi)產(chǎn)業(yè)空間發(fā)展布局進行調(diào)整、產(chǎn)業(yè)結(jié)構(gòu)進行升級與轉(zhuǎn)型，在工業(yè)園區(qū)內(nèi)形成產(chǎn)業(yè)集聚的效應，從而提高區(qū)域競爭力。 區(qū)域競爭力是一個復雜的綜合的理論系統(tǒng)，本論文中所涉及的區(qū)域競爭力主要是考慮其影響力因素，包括區(qū)位因素、資源配置因素、國際國內(nèi)經(jīng)濟影響因素區(qū)域戰(zhàn)略符合度等在工業(yè)園區(qū)于產(chǎn)業(yè)規(guī)劃的設計過程中的運用。在產(chǎn)業(yè)規(guī)劃的過程中充分考慮上述影響因素的作用，在產(chǎn)業(yè)規(guī)劃過程中完成合理的產(chǎn)業(yè)選擇與定位、合理的產(chǎn)業(yè)空間功能布局劃分將工業(yè)園區(qū)建設成經(jīng)濟與生態(tài)齊頭并進共同發(fā)展的新型工業(yè)園區(qū)，已達到提升區(qū)域競爭力的才能使其產(chǎn)業(yè)規(guī)劃更加合理 本論文將區(qū)域競爭力分析與工業(yè)園區(qū)的產(chǎn)業(yè)規(guī)劃相互關(guān)系進行探討，從理論上提出工業(yè)園區(qū)產(chǎn)業(yè)規(guī)劃的過程中要將區(qū)域競爭力放到重要的位置，從工業(yè)園區(qū)的發(fā)展戰(zhàn)略、園區(qū)內(nèi)產(chǎn)業(yè)的選擇與定位、增強園區(qū)內(nèi)產(chǎn)業(yè)的集聚性以及加強支撐服務體系建設等方面進行產(chǎn)業(yè)規(guī)劃促進其合理性，切實聯(lián)系工業(yè)園區(qū)的地域、資源特點，充分利用經(jīng)濟政策等做好工業(yè)園區(qū)的產(chǎn)業(yè)規(guī)劃，并將此方法進行實證，對福建省漳州市南凌項目區(qū)的產(chǎn)業(yè)發(fā)展進行研究提出其產(chǎn)業(yè)的選擇與定位、產(chǎn)業(yè)空間功能布局的劃分、提出相關(guān)支撐服務體系的建設等提升區(qū)域競爭力的對策。
[Abstract]:Industrial park is a carrier of industrial agglomeration and the core motive force of regional economic development. Whether the industrial park can realize its agglomeration effect, achieve sustainable development and lead the enhancement of regional economic strength. The key is whether the industrial planning is reasonable or not, and the forward-looking and guiding role of the planning in the construction process of the industrial park platform is paid more and more attention to. The layout of industrial space development in the park is adjusted by the method of planning. The industrial structure is upgraded and transformed to form the effect of industrial agglomeration in the industrial park, thus improving the regional competitiveness. Regional competitiveness is a complex and comprehensive theoretical system. In this paper, the regional competitiveness is mainly concerned with its influence factors, including location factors, resource allocation factors. The application of international and domestic economic influence factors such as the degree of conformity of regional strategy in the design process of industrial park in industrial planning. In the process of industrial planning, the role of the above factors is fully considered, and the rational choice and orientation of industry are completed in the process of industrial planning. A reasonable division of industrial spatial functional layout will build the industrial park into a new type of industrial park, which is developed side by side with the economy and ecology. In order to improve the regional competitiveness, this paper discusses the relationship between the analysis of regional competitiveness and the industrial planning of industrial parks. In the process of industrial planning, the regional competitiveness should be put into an important position, and the development strategy of the industrial park, the selection and positioning of the industry in the industrial park should be put forward. To enhance the industrial agglomeration in the park and to strengthen the construction of supporting service system to promote the rationality of industrial planning, to make full use of the economic policies and other industrial planning of the industrial park, to effectively link up the geographical and resource characteristics of the industrial park, and to make full use of the economic policy to do a good job of industrial planning. Based on this method, the industrial development in Nanling Project area of Zhangzhou City, Fujian Province, is studied. The selection and positioning of industry and the division of industrial spatial functional layout are put forward. Put forward the relevant support service system construction and other measures to enhance regional competitiveness.
