【摘要】：鑒于煤炭及相關(guān)產(chǎn)業(yè)的高污染性,生態(tài)化發(fā)展必將成為煤炭資源富集區(qū)可持續(xù)道路的重要選擇方向。以推動(dòng)煤炭富集區(qū)生態(tài)化發(fā)展的驅(qū)動(dòng)力為著力點(diǎn),從政府、公眾、煤炭企業(yè)等角度出發(fā),構(gòu)建煤炭富集區(qū)生態(tài)化發(fā)展的三方動(dòng)態(tài)博弈模型,根據(jù)三方博弈樹及成本矩陣,分析三方采取積極措施的概率及可能性。根據(jù)分析結(jié)果,提出了加強(qiáng)社會(huì)公眾監(jiān)督力度,適度增加對(duì)煤炭企業(yè)的處罰力度,強(qiáng)化政府監(jiān)管力度以及增強(qiáng)企業(yè)社會(huì)責(zé)任宣傳教育力度的政策決策建議。
[Abstract]:In view of the high pollution of coal and related industries, ecological development will become an important choice of sustainable road in coal resource rich areas. Based on the driving force of promoting the ecological development of coal rich areas, from the angle of government, public and coal enterprises, this paper constructs a tripartite dynamic game model for the ecological development of coal rich areas, according to the trilateral game tree and the cost matrix. Analyze the probability and possibility of the three parties taking positive measures. According to the results of the analysis, this paper puts forward some policy decision suggestions on strengthening the social public supervision, appropriately increasing the punishment of coal enterprises, strengthening the government supervision and strengthening the propaganda and education of corporate social responsibility.
