【摘要】：要實現(xiàn)工程項目管理的目標(biāo)，必須對全部項目、項目實施的全過程和各個環(huán)節(jié)、項目的所有工程活動實施有效的合同管理。處于新疆這個全國欠發(fā)達地區(qū)油建公司，缺乏規(guī)范的合同管理體系和流程，造成項目管理難度大，，經(jīng)營風(fēng)險居高不下。基于此，本文選擇了油建公司項目合同管理作為研究對象，探討油建公司項目合同管理的規(guī)范化管理問題。 本文首先研究了論文的寫作背景和選題的意義，同時概括了本論文的研究思路與主要研究方法，然后對項目合同管理的定義、特點和項目合同管理的相關(guān)理論進行了綜述，為后文的寫作打下了堅實的基礎(chǔ)，接著筆者根據(jù)多年的工作經(jīng)驗，對公司項目組相關(guān)人員進行調(diào)研，結(jié)合公司實際情況，總結(jié)了公司多年的項目合同管理，從合同主體風(fēng)險、合同條款風(fēng)險、合同執(zhí)行風(fēng)險、合同驗收風(fēng)險四個方面定義了合同風(fēng)險管理指標(biāo)體系，并運用層次分析法確定了合同風(fēng)險管理指標(biāo)的權(quán)重，為公司以后項目合同指標(biāo)權(quán)重的設(shè)定提供了一種可借鑒的方法。并根據(jù)公司對合同風(fēng)險管理認(rèn)識不足的實際，根據(jù)理論基礎(chǔ)和公司項目合同管理，從建立項目合同風(fēng)險管理模型，加強合同糾紛處理能力以及建立科學(xué)的合同管理體系三個方面提出了合同管理優(yōu)化方案。根據(jù)公司目前合同糾紛處理存在的問題，提出了編制糾紛化解方案、引進適合自己的糾紛化解方式來協(xié)助糾紛及時有效化解。從明確合同管理機構(gòu)、確定合同管理機構(gòu)和人員的職責(zé)、和建立健全公司各項合同管理制度三個方面對公司合同管理體系進行了重構(gòu)。最后總結(jié)了本篇文章的研究成果，針對不足之處，提出了下一階段應(yīng)展開的研究。
[Abstract]:In order to achieve the goal of project management, effective contract management must be carried out for all projects, the whole process and each link of project implementation, and all engineering activities of the project. In Xinjiang, which is located in the underdeveloped area of Xinjiang, the lack of standard contract management system and process leads to the difficulty of project management and the high risk of operation. Based on this, this paper chooses the project contract management of the oil construction company as the research object, and probes into the standardized management of the project contract management of the oil construction company. This paper first studies the background of the thesis and the significance of the topic, at the same time summarizes the research ideas and main research methods, and then summarizes the definition, characteristics and related theories of project contract management. It lays a solid foundation for the later writing, and then according to the years of work experience, the author investigates the relevant personnel of the company project team, combined with the actual situation of the company, summarizes the company's project contract management for many years, from the risk of the contract subject. The index system of contract risk management is defined in four aspects: contract clause risk, contract execution risk, contract acceptance risk, and the weight of contract risk management index is determined by AHP. It provides a reference method for setting the weight of project contract index in the future. According to the fact that the company has insufficient understanding of the contract risk management, according to the theoretical basis and the company project contract management, the model of project contract risk management is established. Strengthening the ability of contract dispute handling and establishing a scientific contract management system, this paper puts forward the contract management optimization scheme in three aspects: strengthening the contract dispute handling ability and establishing a scientific contract management system. According to the problems existing in the contract dispute resolution of the company at present, this paper puts forward a scheme to solve the dispute, and introduces the suitable dispute resolution method to assist in the timely and effective resolution of the dispute. This paper reconstructs the contract management system from three aspects: defining the contract management organization, confirming the responsibility of the contract management organization and personnel, and establishing and perfecting the contract management system of the company. Finally, the research results of this paper are summarized, and the next stage of the research is put forward.
