【摘要】：柳州市是廣西壯族自治區(qū)最大的工業(yè)城市,也是中國(guó)汽車(chē)制造的五強(qiáng)城市之一。汽車(chē)產(chǎn)業(yè)作為柳州市三大支柱產(chǎn)業(yè)之首及廣西重點(diǎn)發(fā)展的千億產(chǎn)業(yè)之一,在柳州、全區(qū)經(jīng)濟(jì)發(fā)展及西南地區(qū)汽車(chē)產(chǎn)業(yè)發(fā)展中占重要戰(zhàn)略地位。 隨著全球經(jīng)濟(jì)一體化進(jìn)程的加快,產(chǎn)業(yè)集群作為一種空間經(jīng)濟(jì)組織形式,因其帶來(lái)創(chuàng)新激勵(lì)及產(chǎn)業(yè)成本降低的集聚效應(yīng)而成為產(chǎn)業(yè)保持強(qiáng)勁、持續(xù)競(jìng)爭(zhēng)優(yōu)勢(shì)的不二選擇,是中西部地區(qū)促進(jìn)區(qū)域創(chuàng)新和加速產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與升級(jí)的有效組織形式。柳州汽車(chē)產(chǎn)業(yè)經(jīng)半個(gè)世紀(jì)的發(fā)展已具深厚產(chǎn)業(yè)集群基礎(chǔ)及特色,在全球汽車(chē)產(chǎn)業(yè)中心東移及全國(guó)汽車(chē)產(chǎn)業(yè)格局加速向中西部轉(zhuǎn)移的戰(zhàn)略背景下,在對(duì)西部大開(kāi)發(fā)僅以效益和速度為圭臬的經(jīng)濟(jì)發(fā)展模式的質(zhì)疑中,以產(chǎn)業(yè)集群的視角客觀、全面評(píng)價(jià)柳州汽車(chē)產(chǎn)業(yè)的發(fā)展?fàn)顩r,對(duì)促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)及經(jīng)濟(jì)生產(chǎn)方式轉(zhuǎn)型,有重要理論意義和現(xiàn)實(shí)指導(dǎo)意義。評(píng)價(jià)的核心在于構(gòu)建全方位、多角度的評(píng)價(jià)系統(tǒng)。通過(guò)打破以往以現(xiàn)實(shí)狀況為主而忽略歷史脈絡(luò)梳理、以企業(yè)為主體而忽略政府政策作用的研究框架,關(guān)注企業(yè)同時(shí)關(guān)注政府政策作用,關(guān)注高層次人才同時(shí)也關(guān)注普通工人,以向創(chuàng)新型產(chǎn)業(yè)集群發(fā)展為目標(biāo),從社會(huì)、政府、企業(yè)、職工四個(gè)層面構(gòu)建了產(chǎn)業(yè)集群競(jìng)爭(zhēng)力評(píng)價(jià)系統(tǒng)。 文章分四階段對(duì)柳州汽車(chē)產(chǎn)業(yè)集群形成過(guò)程進(jìn)行系統(tǒng)梳理,得出其已形成具深厚產(chǎn)業(yè)基礎(chǔ)和特色的產(chǎn)業(yè)集群并快速向成熟產(chǎn)業(yè)集群發(fā)展的結(jié)論,為評(píng)價(jià)系統(tǒng)更客觀地發(fā)揮效用打下歷史基礎(chǔ)；繼而通過(guò)所構(gòu)建的評(píng)價(jià)系統(tǒng)對(duì)集群發(fā)展質(zhì)量進(jìn)行客觀、綜合評(píng)價(jià),分析集群自我發(fā)展成功經(jīng)驗(yàn)與存在問(wèn)題,實(shí)現(xiàn)理論與實(shí)證分析相結(jié)合；最后依據(jù)評(píng)價(jià)結(jié)果有針對(duì)性地對(duì)各關(guān)鍵要素提出產(chǎn)業(yè)集群戰(zhàn)略,即社會(huì)層面需調(diào)整集群內(nèi)企業(yè)和相關(guān)機(jī)構(gòu)以建立完整產(chǎn)業(yè)鏈和健全產(chǎn)業(yè)間聯(lián)系,充分發(fā)揮激勵(lì)機(jī)制、產(chǎn)業(yè)發(fā)展載體與人文力量的作用以營(yíng)造產(chǎn)業(yè)良好發(fā)展氛圍；政府層面以可持續(xù)發(fā)展觀統(tǒng)領(lǐng)產(chǎn)業(yè)政策并爭(zhēng)取更高層面的政策支持；企業(yè)層面應(yīng)以長(zhǎng)遠(yuǎn)眼光看待自主品牌建設(shè),重視開(kāi)發(fā)新能源汽車(chē),實(shí)現(xiàn)服務(wù)網(wǎng)絡(luò)“下移”；職工層面,高層次人才培養(yǎng)應(yīng)與引進(jìn)同重,關(guān)注普通工人以建立產(chǎn)業(yè)未來(lái)資源。以求在經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化浪潮中,促進(jìn)柳州汽車(chē)產(chǎn)業(yè)集群結(jié)構(gòu)優(yōu)化升級(jí)及實(shí)現(xiàn)外推轉(zhuǎn)向內(nèi)生、粗放型轉(zhuǎn)向集約型的經(jīng)濟(jì)生產(chǎn)方式轉(zhuǎn)型,契合自身良性可持續(xù)發(fā)展需求向成熟的創(chuàng)新型產(chǎn)業(yè)集群發(fā)展,實(shí)現(xiàn)與廣西北部灣經(jīng)濟(jì)區(qū)的共同發(fā)展與繁榮,更好地承接國(guó)內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移,成為西南地區(qū)工業(yè)經(jīng)濟(jì)強(qiáng)有力的發(fā)動(dòng)機(jī)。
[Abstract]:Liuzhou is the largest industrial city in Guangxi Zhuang Autonomous region and one of the top five auto manufacturing cities in China. As the first of the three pillar industries in Liuzhou and one of the hundreds of billions of key industries in Guangxi, automobile industry occupies an important strategic position in the economic development of Liuzhou and the development of automobile industry in Southwest China. With the acceleration of the process of global economic integration, industrial clusters as a form of spatial economic organization, because of its innovative incentives and industrial cost reduction of the agglomeration effect, become the industry to maintain a strong and sustainable competitive advantage. It is an effective form of organization for promoting regional innovation and accelerating industrial structure optimization and upgrading in central and western regions. After half a century of development, Liuzhou automobile industry has a deep industrial cluster foundation and characteristics. Under the strategic background of the eastward shift of the global automobile industry center and the acceleration of the national automobile industry pattern to the central and western regions, In the process of questioning the economic development model which is based on efficiency and speed in the development of the western region, and objectively evaluating the development situation of the automobile industry in Liuzhou from the perspective of industrial cluster, it will promote the optimization and upgrading of the industrial structure and the transformation of the economic production mode. It has important theoretical and practical significance. The core of evaluation is to build an all-round and multi-angle evaluation system. By breaking the research frame of the historical context, focusing on the enterprise as the main body and ignoring the role of the government policy, we pay attention to the role of the government policy at the same time, pay attention to the high-level talents and the ordinary workers. Aiming at the development of innovative industrial cluster, the evaluation system of industrial cluster competitiveness is constructed from four levels: society, government, enterprise and staff. This paper systematically combs the forming process of Liuzhou automobile industry cluster in four stages, and draws the conclusion that it has formed the industrial cluster with deep industrial foundation and characteristics and developed rapidly to mature industrial cluster. It lays a historical foundation for the evaluation system to play its role more objectively, and then, through the evaluation system constructed, carries on the objective and comprehensive evaluation to the cluster development quality, and analyzes the successful experience and existing problems of the cluster self-development. Finally, according to the evaluation results, the industrial cluster strategy is put forward, that is, the enterprises and related institutions in the cluster should be adjusted in the social level to establish a complete industrial chain and improve the inter-industry links. Give full play to the incentive mechanism, the role of industrial development carrier and human power to create a good atmosphere for industrial development, government level with the concept of sustainable development to lead industrial policy and strive for higher levels of policy support; At the enterprise level, we should look at the independent brand construction from a long-term perspective, attach importance to the development of new energy vehicles, and realize the "downshift" of the service network. At the employee level, the training of high-level talents should be as important as the introduction, and attention should be paid to ordinary workers in order to establish the future resources of the industry. In order to promote the optimization and upgrading of the structure of Liuzhou automobile industry cluster and realize the endogenous extrapolation and extensive transformation of the intensive economic production mode in the tide of economic globalization and regional economic integration. In line with its own benign and sustainable development needs to mature innovative industrial clusters, to achieve common development and prosperity with Guangxi Beibu Gulf Economic Zone, to better undertake the transfer of domestic and foreign industries, Become the strong engine of industrial economy of southwest area.
