長(zhǎng)慶油田地面建設(shè)推行EPC項(xiàng)目管理研究

【摘要】:EPC(設(shè)計(jì)—采購(gòu)—施工)工程項(xiàng)目管理模式是20世紀(jì)80年代國(guó)際上逐步發(fā)展起來(lái)的一種工程承包和管理模式。近年來(lái), EPC總承包模式以其建設(shè)項(xiàng)目投資省、工期短、技術(shù)質(zhì)量水平高、業(yè)主承擔(dān)的投資和風(fēng)險(xiǎn)小等優(yōu)勢(shì),逐步被工程建設(shè)業(yè)主所接受。石油工程行業(yè)實(shí)施EPC項(xiàng)目管理模式的份額也在不斷擴(kuò)大。對(duì)長(zhǎng)慶油田地面建設(shè)領(lǐng)域而言,以往建設(shè)過(guò)程中設(shè)計(jì)、物資采辦和施工三個(gè)環(huán)節(jié)相互分離,脫節(jié)、扯皮和相互制約的矛盾日益顯現(xiàn),在企業(yè)快速發(fā)展的大背景下,探索適合長(zhǎng)慶油田地面建設(shè)的項(xiàng)目管理模式,對(duì)提高油氣田地面建設(shè)項(xiàng)目管理水平,加快油田地面建設(shè)速度,走低成本、集約化發(fā)展道路具有十分重要的現(xiàn)實(shí)意義。 本文將EPC總承包模式作為研究重點(diǎn),站在油田企業(yè)地面工程項(xiàng)目管理發(fā)展的角度,結(jié)合項(xiàng)目管理、EPC項(xiàng)目管理模式等基礎(chǔ)理論,根據(jù)我國(guó)石油化工項(xiàng)目EPC總承包模式的發(fā)展現(xiàn)狀以及應(yīng)用實(shí)例,分別從外部環(huán)境和企業(yè)內(nèi)部?jī)煞矫娣治隽宋覈?guó)石油化工項(xiàng)目EPC總承包模式存在的主要問(wèn)題,并結(jié)合長(zhǎng)慶油田地面工程建設(shè)項(xiàng)目的特點(diǎn)和該領(lǐng)域項(xiàng)目管理發(fā)展歷程,客觀總結(jié)了長(zhǎng)慶油田地面建設(shè)項(xiàng)目管理存在的主要問(wèn)題,并在此基礎(chǔ)上通過(guò)對(duì)長(zhǎng)慶油田地面建設(shè)推行EPC項(xiàng)目管理模式的必要性、適用性的綜合分析,提出了建立長(zhǎng)慶油田EPC項(xiàng)目管理模式的方案。最后對(duì)EPC項(xiàng)目管理模式在長(zhǎng)慶油田地面建設(shè)項(xiàng)目中如何有效運(yùn)行提出了淺酌建議。本研究對(duì)理順和完善長(zhǎng)慶油田地面建設(shè)項(xiàng)目管理模式具有指導(dǎo)意義,為中石油的上游企業(yè)推行EPC積累了一定經(jīng)驗(yàn)。
[Abstract]:EPC (design-procurement-construction) project management model is a kind of project contracting and management model developed step by step in the 1980s. In recent years, the EPC general contracting mode has been accepted by the project owners because of its advantages such as less investment, shorter construction period, higher technical quality, less investment and less risk. The share of implementing EPC project management mode in petroleum engineering industry is also expanding. In the field of surface construction of Changqing Oilfield, in the past, the contradictions of design, material acquisition and construction were separated, disjointed, ironed and restricted each other in the past construction process. Under the background of the rapid development of enterprises, It is of great practical significance to explore the project management model suitable for surface construction of Changqing Oilfield, to improve the management level of oil and gas field surface construction project, to accelerate the speed of oil field surface construction, to reduce the cost, and to develop intensively. In this paper, the general contracting mode of EPC is taken as the research focus, and the basic theories of project management, EPC project management and so on are combined from the point of view of the development of surface engineering project management in oil field enterprises. According to the development situation and application examples of EPC general contracting mode of petrochemical projects in China, the main problems existing in EPC general contracting mode of petrochemical projects in China are analyzed from two aspects of external environment and enterprise interior, respectively. Combined with the characteristics of surface engineering construction project in Changqing Oilfield and the development course of project management in this field, the main problems of surface construction project management in Changqing Oilfield are summarized objectively. Based on the analysis of the necessity and applicability of the EPC project management model for the surface construction of Changqing Oilfield, this paper puts forward the scheme of establishing the EPC project management model in Changqing Oilfield. Finally, some suggestions on how to effectively operate EPC project management mode in surface construction project of Changqing Oilfield are put forward. This study is of guiding significance to straightening out and perfecting the management mode of surface construction project in Changqing Oilfield, and has accumulated some experience for the upstream enterprises of PetroChina to carry out EPC.
