普光氣田工程建設(shè)過程中項(xiàng)目管理模式的應(yīng)用研究

【摘要】:近年來,我國國民經(jīng)濟(jì)持續(xù)快速發(fā)展,帶來了能源物資的爆發(fā)式需求增長,以中石油、中石化、中海油等為代表的大型石化企業(yè)紛紛加強(qiáng)了對(duì)油氣資源的勘探和開發(fā)。普光氣田是中石化于2005開始建設(shè)的大型天然氣開采、生產(chǎn)項(xiàng)目,,是國家重點(diǎn)工程“川氣東送”的氣源所在地。普光主體是目前國內(nèi)發(fā)現(xiàn)的最大的整裝海相氣田,探明地質(zhì)儲(chǔ)量2782.95億方,動(dòng)用儲(chǔ)量1811.06億方,具有儲(chǔ)量豐度高、硫化氫及二氧化碳含量高、地層壓力高和氣藏埋藏深“三高一深”特點(diǎn)。由于國內(nèi)石化行業(yè)缺乏高含硫氣田的開發(fā)建設(shè)經(jīng)驗(yàn)及技術(shù),負(fù)責(zé)建設(shè)普光氣田的中原油田面臨著工藝選型、技術(shù)標(biāo)準(zhǔn)、環(huán)保安全以及管理方式等各方面的問題。其中,如何選定合適的項(xiàng)目管理模式是建設(shè)者在項(xiàng)目初期就必須解決的關(guān)鍵問題。 論文通過對(duì)項(xiàng)目管理領(lǐng)域通常使用的幾種管理模式及其適用范圍進(jìn)行了介紹,通過分析國內(nèi)其他大型石化項(xiàng)目實(shí)際運(yùn)用的管理模式和實(shí)施效果,重點(diǎn)結(jié)合普光氣田本身的特點(diǎn),對(duì)適用于該氣田建設(shè)的項(xiàng)目管理模式進(jìn)行了深入研究。結(jié)合普光氣田實(shí)際建設(shè)的經(jīng)驗(yàn)和教訓(xùn),本文論證了最終選用EPC和E+P+C模式分別進(jìn)行氣田兩大主體工程——凈化廠工程和地面集輸工程建設(shè)的正確性。同時(shí),還介紹了為了使這兩種項(xiàng)目管理模式更加貼合建設(shè)的實(shí)際需要,普光氣田建設(shè)方所采用的完善、保障措施。通過本文的分析和介紹,解決了國內(nèi)類似大型石化項(xiàng)目難以選擇合適的項(xiàng)目管理模式的問題,對(duì)其他復(fù)雜項(xiàng)目的管理也可起到一定借鑒意義。
[Abstract]:In recent years, the sustained and rapid development of China's national economy has brought explosive demand for energy and materials. Large petrochemical enterprises, such as PetroChina, Sinopec and CNOOC, have strengthened the exploration and development of oil and gas resources. Puguang Gas Field is a large-scale natural gas production project that Sinopec began to build in 2005. The main body of Puguang is the largest marine gas field discovered in China at present, with proven geological reserves of 278.295 billion square sides and production reserves of 181.106 billion square meters, with high reserves abundance, high hydrogen sulfide and high carbon dioxide content. The characteristics of high formation pressure and buried depth of gas reservoir are "three high and one deep". Due to the lack of experience and technology in the development and construction of high sulfur gas fields in China's petrochemical industry, Zhongyuan Oilfield, which is responsible for the construction of Puguang gas field, is faced with various problems such as process selection, technical standards, environmental protection and safety, and management methods. How to choose the appropriate project management mode is the key problem that the constructor must solve at the beginning of the project. Through the introduction of several management models and their application scope in the field of project management, this paper analyzes the management mode and implementation effect of other large petrochemical projects in China, and focuses on the characteristics of Puguang gas field itself. The project management model suitable for the construction of the gas field is studied in depth. Combined with the practical construction experience and lessons of Puguang gas field, this paper demonstrates the correctness of the final selection of EPC and E P C models for the construction of the two main projects of the gas field, namely, the purification plant project and the surface gathering and transportation project. At the same time, in order to make the two project management models more suitable to the actual needs of the construction, the construction of Puguang gas field adopted by the improvement, security measures. Through the analysis and introduction of this paper, the problem that it is difficult to select suitable project management mode for domestic large-scale petrochemical projects is solved, which can also be used for reference for other complex projects.
