【摘要】：重慶市作為我國重要的老工業(yè)基地和國防科研生產基地，是國家重點支持的十大裝備制造業(yè)基地之一，裝備制造業(yè)在重慶市工業(yè)發(fā)展中具有不可替代的作用。隨著國際分工的細化和產業(yè)組織形式的變化，重慶市裝備制造業(yè)在承接我國東部地區(qū)產業(yè)轉移的同時也積極調整自身產業(yè)結構以融入全球價值鏈。但由于地處西部，重慶市裝備制造業(yè)技術實力不足，專業(yè)化協(xié)作程度較低，發(fā)展相對滯后。加之制度配套不完善等因素導致重慶市裝備制造業(yè)產業(yè)升級緩慢，諸多領域被鎖定在全球價值鏈（Global Value Chains,簡稱GVC）低端環(huán)節(jié)。這一現(xiàn)狀已嚴重制約了重慶市裝備制造業(yè)的發(fā)展。因此，深入分析重慶市裝備制造業(yè)產業(yè)升級的各項影響因素，進一步強化積極因素，克服消極因素，發(fā)展比較優(yōu)勢產業(yè)，以裝備制造業(yè)為突破口，帶動重慶地區(qū)工業(yè)經濟的新一輪增長，促進重慶老工業(yè)基地改造，是重慶經濟發(fā)展的當務之急。 但經過對國內外大量文獻的研究，筆者發(fā)現(xiàn)針對裝備制造業(yè)，特別是中國西部地區(qū)裝備制造業(yè)升級問題的研究還非常少見，大多是以東部地區(qū)或東北老工業(yè)基地為研究對象，且多是以靜態(tài)的角度來進行分析，少有從動態(tài)角度進行的考察。研究尚缺乏比較成熟的分析框架。此外，，研究方法上，采用定性的分析居多，對一些定量分析的工具和手段很少采用。 因此，本文從實證研究的角度通過對不同指標的測算及對比分析解釋了1999—2011年重慶市裝備制造業(yè)產業(yè)升級的發(fā)展狀況。發(fā)現(xiàn)1999—2011年間重慶市裝備制造業(yè)產業(yè)升級水平雖然落后于地處東部的上海地區(qū)，但總體呈逐年增長趨勢，并且一直維持著較高的增長速度。之后本文利用多元線性回歸方法對企業(yè)創(chuàng)新活動、技術傳播與擴散、人力資本、產業(yè)集聚效應、對外開放程度、生產性服務業(yè)發(fā)展六類影響因素進行了分析。結果表明，技術傳播與擴散、產業(yè)集聚效應、生產性服務業(yè)的發(fā)展對產業(yè)升級有顯著正效應；而企業(yè)創(chuàng)新活動、人力資本、對外開放程度三類因素對于產業(yè)升級的影響并不顯著，其中對外開放程度對重慶市裝備制造業(yè)產業(yè)升級還存在一定的負效應。本文的研究結論對當前重慶市裝備制造業(yè)產業(yè)升級及轉型有重要借鑒作用。
[Abstract]:As an important old industrial base and national defense scientific research and production base, Chongqing is one of the ten major equipment manufacturing bases supported by the state. The equipment manufacturing industry plays an irreplaceable role in the development of Chongqing's industry. With the refinement of international division of labor and the change of industrial organization, the equipment manufacturing industry in Chongqing has been actively adjusting its industrial structure to integrate into the global value chain while undertaking the industrial transfer in the eastern part of China. However, because of being located in the west, the equipment manufacturing industry of Chongqing is lack of technical strength, the degree of specialization and cooperation is low, and the development of Chongqing equipment manufacturing industry lags behind. In addition, some factors, such as imperfect system, lead to the slow upgrading of equipment manufacturing industry in Chongqing, and many fields are locked in the low end of global value chain (Global Value Chains, (GVC). This situation has seriously restricted the development of Chongqing equipment manufacturing industry. Therefore, the factors affecting the upgrading of the equipment manufacturing industry in Chongqing are deeply analyzed, the positive factors are further strengthened, the negative factors are overcome, the comparative advantage industries are developed, and the equipment manufacturing industry is taken as the breakthrough point. It is urgent for Chongqing to promote a new round of economic growth and promote the transformation of Chongqing's old industrial base. However, after studying a large number of literatures at home and abroad, the author finds that the research on the upgrading of equipment manufacturing industry, especially in the western part of China, is still very rare, and most of the researches focus on the eastern region or the old industrial base in Northeast China. And most of the analysis is static angle, few from the dynamic point of view. The study lacks a mature analytical framework. In addition, qualitative analysis is mostly used in research methods, and few quantitative analysis tools and methods are used. Therefore, from the perspective of empirical research, this paper explains the development of equipment manufacturing industry upgrading in Chongqing from 1999 to 2011 through the measurement and comparative analysis of different indicators. It is found that the upgrading level of equipment manufacturing industry in Chongqing from 1999 to 2011 lags behind that of Shanghai in the east, but it is increasing year by year and has maintained a high growth rate. Then this paper analyzes six kinds of influencing factors such as enterprise innovation, technology dissemination and diffusion, human capital, industrial agglomeration effect, the degree of opening to the outside world and the development of producer service industry by using multiple linear regression method. The results show that technology diffusion, industrial agglomeration and the development of producer services have a significant positive effect on industrial upgrading, while enterprise innovation activities, human capital, The three factors of the degree of opening to the outside world have no significant influence on the industrial upgrading, among which the degree of opening to the outside world has a certain negative effect on the upgrading of the equipment manufacturing industry in Chongqing. The conclusions of this paper can be used for reference in the upgrading and transformation of equipment manufacturing industry in Chongqing.
