【摘要】：食品作為人類最直接、須臾不可或缺的基礎(chǔ)消費(fèi)品,食品安全歷來是民生之本,穩(wěn)定之基,不僅關(guān)乎人民群眾的身體健康,也關(guān)乎國家民族的存亡興衰,已是國家安全的一個(gè)重要組成部分。在我國食品數(shù)量安全目標(biāo)得以基本實(shí)現(xiàn)的今天,食品質(zhì)量安全問題卻日趨嚴(yán)峻,幾乎到了“無下著處”的程度。在對(duì)食品安全問題的處理上,監(jiān)管部門多被公眾輿論指責(zé)為“救火式處理”、“馬后炮監(jiān)管”,引發(fā)公眾對(duì)監(jiān)管部門監(jiān)管能力的質(zhì)疑。能否破解食品安全頑疾,是對(duì)政府執(zhí)政能力的重大考驗(yàn),也是政府能否重拾公眾信心的關(guān)鍵所在。 本文選取食品安全監(jiān)管中的重要環(huán)節(jié)——生產(chǎn)環(huán)節(jié)這一研究角度,對(duì)該環(huán)節(jié)食品安全監(jiān)管加以破題,旨在提高生產(chǎn)環(huán)節(jié)食品安全監(jiān)管的效率及效果,有效減少生產(chǎn)環(huán)節(jié)食品安全隱患,從生產(chǎn)源頭扭轉(zhuǎn)嚴(yán)峻的食品安全形勢(shì)。 全文主體共分為六個(gè)部分：第一部分闡述了論文的研究背景、研究意義,概括了國內(nèi)外的研究現(xiàn)狀,介紹了論文的研究思路、方法與創(chuàng)新之處；第二部分界定了生產(chǎn)環(huán)節(jié)食品安全監(jiān)管的相關(guān)概念,歸納了生產(chǎn)環(huán)節(jié)食品安全監(jiān)管的依據(jù)、職責(zé)及重要性,系統(tǒng)論述了生產(chǎn)環(huán)節(jié)食品安全監(jiān)管的理論基礎(chǔ)；第三部分具體闡述了生產(chǎn)環(huán)節(jié)食品安全的現(xiàn)狀及常見問題,指出該環(huán)節(jié)食品安全監(jiān)管存在的問題；第四部分透徹剖析了生產(chǎn)環(huán)節(jié)食品安全監(jiān)管存在問題的深層次原因；第五部分通過對(duì)部分發(fā)達(dá)國家先進(jìn)監(jiān)管模式進(jìn)行比較研究,提煉出適用于我國的經(jīng)驗(yàn)借鑒；最后從健全生產(chǎn)環(huán)節(jié)執(zhí)法監(jiān)管體系、健全食品生產(chǎn)企業(yè)自律體系、健全生產(chǎn)環(huán)節(jié)食品安全過程控制體系、健全社會(huì)合作治理模式等四個(gè)方面提出完善生產(chǎn)環(huán)節(jié)食品安全監(jiān)管的對(duì)策建議。
[Abstract]:As the most direct and indispensable basic consumer goods for human beings, food safety has always been the foundation of people's livelihood and stability. It is not only related to the health of the people, but also to the rise and fall of the nation. It is an important part of national security. Today, the goal of food quantity safety has been basically realized in China, but the problem of food quality and safety is becoming more and more serious, almost to the degree of "no place". In the handling of food safety, regulators have been criticized by public opinion as "fire-fighting treatment", "later regulation," causing public supervision of the regulatory capacity of the public doubt. Whether or not we can solve the problem of food safety is a major test of the government's ability to govern, and it is also the key for the government to regain public confidence. This paper selects the research angle of the important link in the food safety supervision-production link, to break the problem of the food safety supervision in this link, in order to improve the efficiency and effect of the food safety supervision in the production link. Effectively reduce the hidden dangers of food safety in production links, and reverse the grim food safety situation from the source of production. The main body of the paper is divided into six parts: the first part describes the research background, research significance, summarized the current situation of research at home and abroad, introduced the research ideas, methods and innovations of the paper; The second part defines the related concepts of food safety supervision in production links, summarizes the basis, responsibility and importance of food safety supervision in production links, and systematically discusses the theoretical basis of food safety supervision in production links. The third part elaborates the current situation and common problems of food safety in the production link, points out the existing problems in the food safety supervision in this link, and thoroughly analyzes the deep-seated causes of the problems in the food safety supervision in the production link. In the fifth part, through the comparative study of some developed countries' advanced supervision mode, the author abstracts the experience that is suitable for our country. Finally, from perfecting the production link law enforcement supervision system, perfecting the food production enterprise self-discipline system, Four aspects such as improving the process control system of food safety in the production link and perfecting the mode of social cooperation management are put forward to improve the food safety supervision in the production link.
