基于循環(huán)經(jīng)濟的天津冶金企業(yè)節(jié)能減排對策研究

【摘要】:保護環(huán)境、愛護地球、實現(xiàn)人類社會的可持續(xù)發(fā)展已經(jīng)成為世界各國的共識。面對資源和環(huán)境對經(jīng)濟社會發(fā)展的壓力和制約,我國提出要加快資源節(jié)約型和環(huán)境友好型社會建設,把節(jié)能減排、發(fā)展循環(huán)經(jīng)濟貫穿于各項經(jīng)濟社會活動之中,加快高耗能、高污染行業(yè)的治理,提高資源和能源利用率,形成“資源—產(chǎn)品—再生資源”的良性循環(huán)。 冶金工業(yè)屬于基礎產(chǎn)業(yè),為我國經(jīng)濟社會發(fā)展做出了重要貢獻。近年來,我國冶金企業(yè)的技術和管理水平取得長足進步,但與世界先進的冶金企業(yè)相比,,我國冶金企業(yè)在技術創(chuàng)新和節(jié)能減排方面尚有較大差距。本文以循環(huán)經(jīng)濟理論、節(jié)能減排理論和QHSE理論為基礎,根據(jù)現(xiàn)代冶金企業(yè)的特點和發(fā)展趨勢,結(jié)合天津冶金企業(yè)存在的缺陷和不足,對天津冶金企業(yè)節(jié)能減排進行研究,提出天津冶金企業(yè)節(jié)能減排的對策建議,旨在為冶金企業(yè)發(fā)展循環(huán)經(jīng)濟、實施節(jié)能減排提供借鑒。 論文提出的節(jié)能減排BMP體系是對節(jié)能減排理論的創(chuàng)新性研究,明晰了基礎保障、運行機制和實現(xiàn)路徑之間的關系,刻畫了冶金企業(yè)實施節(jié)能減排的路徑。作者通過對天津軋三節(jié)能減排的實證研究,初步驗證了BMP體系,而采用模糊綜合評價方法對天津軋三節(jié)能減排的成效進行評價,則描繪了對冶金企業(yè)節(jié)能減排評價的一種思路與方法。因此,論文的研究具有較強的實踐意義,也有一定的理論價值。
[Abstract]:Protecting the environment, protecting the earth and realizing the sustainable development of human society have become the consensus of the world. In the face of the pressure and restriction of resources and environment on economic and social development, our country proposes to speed up the construction of resource-saving and environment-friendly society, to promote energy conservation and emission reduction, to develop circular economy through various economic and social activities, and to speed up high energy consumption. The management of high pollution industry, improve the utilization ratio of resources and energy, form the virtuous circle of "resource-product-renewable resource". Metallurgical industry belongs to the basic industry and has made important contribution to the development of our country's economy and society. In recent years, China's metallurgical enterprises have made great progress in technology and management level, but compared with the advanced metallurgical enterprises in the world, there is still a big gap in technological innovation and energy saving and emission reduction in China's metallurgical enterprises. On the basis of circular economy theory, energy saving and emission reduction theory and QHSE theory, according to the characteristics and development trend of modern metallurgical enterprises and the defects and shortcomings of Tianjin metallurgical enterprises, this paper studies energy saving and emission reduction in Tianjin metallurgical enterprises. The countermeasures and suggestions of energy saving and emission reduction in Tianjin metallurgical enterprises are put forward in order to provide reference for metallurgical enterprises to develop circular economy and implement energy saving and emission reduction. The energy saving and emission reduction BMP system proposed in this paper is an innovative research on the theory of energy saving and emission reduction. It clarifies the relationship among the basic guarantee, operation mechanism and realization path, and describes the path of energy saving and emission reduction in metallurgical enterprises. Through the empirical research on energy saving and emission reduction of Tianjin rolling mill, the author preliminarily verifies the BMP system, and evaluates the effectiveness of energy saving and emission reduction of Tianjin rolling mill by using fuzzy comprehensive evaluation method. A method of energy saving and emission reduction evaluation for metallurgical enterprises is described. Therefore, the study of the paper has strong practical significance, but also has certain theoretical value.
