【摘要】：食品是一種特殊的商品,食品安全一頭聯(lián)著國家戰(zhàn)略安全,一頭聯(lián)著公眾日常生活,考驗的是政府的公共管理能力和危機管理能力。食品安全是世界性難題和全球性課題。食品安全監(jiān)管一直困擾各國政府。探索一條符合國情,科學(xué)高效的食品安全監(jiān)管之路,是一國政府理應(yīng)認真面對的課題。 本文從一個食品安全管理者的角度,選取Y省為例,對我國現(xiàn)階段的食品安全狀況從企業(yè)狀況、風(fēng)險評估、群體性食物中毒事件、消費者滿意度、監(jiān)管人員狀況等方面進行深入分析,運用大量真實可靠的第一手數(shù)據(jù)加以佐證,提出當(dāng)前影響我國食品安全的保障方面存在的法律框架不系統(tǒng)、安全標(biāo)準(zhǔn)不統(tǒng)一、監(jiān)管體系不全面、監(jiān)督功能不規(guī)范、行政監(jiān)管能力較薄弱、道德倫理構(gòu)架不健全等6大因素。同時,對歐美等一些發(fā)達國家,尤其是美國的現(xiàn)行食品安全監(jiān)管體系進行分析對比,從而提出我國當(dāng)前食品安全監(jiān)管工作所迫切需要建立的社會核心價值道德體系、法律法規(guī)體系、食品標(biāo)準(zhǔn)化體系、食品安全監(jiān)管體系、檢驗檢測體系、風(fēng)險評估及預(yù)警體系和突發(fā)事件應(yīng)急處置體系等7大體系。
[Abstract]:Food is a special commodity. Food safety is linked to national strategic security and public daily life, which tests the government's ability of public management and crisis management. Food safety is a global problem and a global problem. Food safety regulation has been troubling governments all over the world. To explore a scientific and efficient way to supervise food safety in accordance with national conditions is a subject that the government of a country should seriously face. From the perspective of a food safety manager, this paper selects Y province as an example to analyze the current situation of food safety in China from the aspects of enterprise status, risk assessment, mass food poisoning events, consumer satisfaction, etc. Through in-depth analysis of the situation of supervisors and other aspects, and using a large number of truthful and reliable first-hand data to prove it, it is pointed out that the existing legal framework and safety standards affecting food safety in our country are not systematic, and safety standards are not uniform. The supervision system is not comprehensive, the supervision function is not standard, the administrative supervision ability is weak, the moral and ethical framework is not perfect, and so on. At the same time, this paper analyzes and compares the current food safety supervision system of some developed countries, especially the United States, and puts forward the social core value and moral system that our country urgently needs to establish in the current food safety supervision work. Laws and regulations system, food standardization system, food safety supervision system, inspection and detection system, risk assessment and early warning system and emergency management system.
