【摘要】：中共十八大后,深化能源資源性產(chǎn)品的價格改革已成為調(diào)整經(jīng)濟結(jié)構(gòu)、轉(zhuǎn)變經(jīng)濟發(fā)展方式和實現(xiàn)經(jīng)濟可持續(xù)發(fā)展的必由之路,具有戰(zhàn)略意義。這項改革的基本目標(biāo)是按照建成社會主義市場經(jīng)濟體制的要求,堅持市場改革取向,建立能夠反映資源稀缺程度和市場供求關(guān)系及環(huán)境損害成本的價格形成機制和價格體系,理順價格關(guān)系,健全市場體系,更充分地發(fā)揮市場價格機制的有效作用。由于各類產(chǎn)品的生產(chǎn)、供求和市場條件差別較大,這項改革應(yīng)體現(xiàn)差異性,煤炭、石油、天然氣、水以及環(huán)境價格改革都應(yīng)結(jié)合各自特點進行分類設(shè)計;還必須同時做好頂層設(shè)計,并要妥善處理政府與市場的關(guān)系,建立價格支持體系,完善價格政策和成本監(jiān)審機制;同時,應(yīng)在反壟斷、企業(yè)改革、法制建設(shè)、市場培育和財稅協(xié)調(diào)方面加強配套。
[Abstract]:After the 18th CPC National Congress, deepening the price reform of energy and resource products has become the only way to adjust the economic structure, change the mode of economic development and realize the sustainable development of economy, which is of strategic significance. The basic goal of this reform is to adhere to the orientation of market reform in accordance with the requirements of establishing a socialist market economic system, and to establish a price formation mechanism and a price system that can reflect the degree of scarcity of resources, the relationship between supply and demand in the market and the cost of environmental damage. Straighten out the price relationship, improve the market system, and give full play to the effective role of the market price mechanism. As the production of various products, supply and demand and market conditions are quite different, this reform should reflect the differences, coal, oil, natural gas, water and environmental price reform should be combined with their own characteristics of the classification design; At the same time, we must also do a good job of top-level design, properly handle the relationship between the government and the market, establish a price support system, and improve the price policy and cost supervision and examination mechanism; at the same time, we should work on antitrust, enterprise reform, and legal construction. Market cultivation and fiscal and tax coordination to strengthen the matching.
