工業(yè)部門電力能效的實證分析

【摘要】:電力能源可大規(guī)模生產(chǎn)和遠距離輸送,清潔干凈,且易于轉(zhuǎn)換,具有其它能源所不具備的優(yōu)勢。作為我國能源消費的主要品種,電力在國民生活和經(jīng)濟發(fā)展中發(fā)揮著不可替代的至關重要的作用。我國工業(yè)用電量約占全社會總用電量的70%。因此,研究我國工業(yè)部門電力能效的演變規(guī)律及提升策略能夠有效提高電力能源效率,在較大程度上縮小電力缺口,對電力工業(yè)和國民經(jīng)濟的健康、平穩(wěn)、可持續(xù)發(fā)展具有重要的現(xiàn)實意義。 本文首先研究了我國工業(yè)部門電能消費現(xiàn)狀,對比分析了不同行業(yè)、不同區(qū)域的電能消費水平;其次,計算了我國工業(yè)部門單要素電力能源效率,從而分析了電耗強度的變化趨勢,并利用電耗強度的因素分解模型,從行業(yè)層面上分析了我國工業(yè)部門電耗強度變化的強度效應和結(jié)構(gòu)效應;繼而采用數(shù)據(jù)包絡分析法(DEA)對我國工業(yè)部門的全要素電力能效進行了測算;然后,選取產(chǎn)業(yè)結(jié)構(gòu)、能源消費結(jié)構(gòu)、技術進步和對外開放程度4個變量作為影響因素,采用向量自回歸模型(VAR)和脈沖響應函數(shù)(IRF)分析各個影響因素自身的變動對能源效率的影響,并對影響因素與能源效率的長期均衡關系進行了深入探討;最后,針對制約我國工業(yè)部門電力能效提高的影響因素,深入挖掘出重點用電領域的節(jié)能潛力,從而提出了合理的電力能效提升策略。研究結(jié)果表明,我國工業(yè)部門電力強度受產(chǎn)業(yè)結(jié)構(gòu)、技術水平、能源消費結(jié)構(gòu)和對外開放程度影響,呈逐年下降態(tài)勢;但全要素電能投入與經(jīng)濟產(chǎn)出遠未達到最優(yōu)狀態(tài),具有較大的節(jié)能空間;可以從科技水平、工業(yè)結(jié)構(gòu)、電價改革、節(jié)電宣傳等方面大力提升工業(yè)電能利用效率。
[Abstract]:Power energy can be produced in large scale and transported over long distances, clean and clean, easy to convert, and has advantages that other energy sources do not have. As the main energy consumption in China, electric power plays an irreplaceable and vital role in national life and economic development. China's industrial electricity consumption accounts for about 70 percent of the total electricity consumption of the whole society. Therefore, studying the evolution law and promotion strategy of electric energy efficiency in the industrial sector of our country can effectively improve the energy efficiency of electric power, narrow the power gap to a large extent, and stabilize the health of the electric power industry and the national economy. Sustainable development has important practical significance. In this paper, the current situation of electric energy consumption in industrial sector of China is studied, and the level of electric energy consumption in different industries and regions is compared and analyzed. Secondly, the energy efficiency of single element of electric power in industrial sector of our country is calculated. The change trend of the power consumption intensity is analyzed, and the intensity effect and the structure effect of the power consumption intensity change in China's industrial sector are analyzed from the industry level by using the factor decomposition model of the power consumption intensity. Then, the paper uses data envelopment analysis (DEA) to measure the energy efficiency of all factors in the industrial sector of our country, and then selects four variables: industrial structure, energy consumption structure, technological progress and the degree of opening to the outside world as the influencing factors. Vector autoregressive model (VAR) and impulse response function (IRF) are used to analyze the effect of each factor itself on energy efficiency, and the long-term equilibrium relationship between factors and energy efficiency is discussed. In view of the factors restricting the improvement of electric energy efficiency in the industrial sector of China, the potential of energy saving in the key fields of power consumption is excavated in depth, and a reasonable strategy for improving the energy efficiency of electric power is put forward. The results show that the power intensity of the industrial sector in China is decreasing year by year, which is influenced by the industrial structure, technology level, energy consumption structure and the degree of opening to the outside world, but the input and economic output of all factor electric energy are far from reaching the optimal state. It can improve the efficiency of industrial electric energy utilization from the aspects of science and technology level, industrial structure, electricity price reform, electricity saving propaganda and so on.
