基于精益化思想的變電站運(yùn)行管理研究

【摘要】:變電站是電力系統(tǒng)中重要的組成部分,起著匯集、分配電能的作用,變電運(yùn)行作為供電企業(yè)勞動(dòng)生產(chǎn)的第一線,其管理水平的高低,直接影響系統(tǒng)整體的運(yùn)行狀況。在電力全球化、企業(yè)競(jìng)爭(zhēng)日趨激烈的今天,推行電力運(yùn)行精益化管理是變電站提升運(yùn)行管理水平的一種思維革新。目前,這方面的理論研究大都將重點(diǎn)集中在變電站的自動(dòng)化系統(tǒng)建設(shè)上,且基于變電站管理主要依賴于經(jīng)驗(yàn)管理的現(xiàn)狀,將精益化思想應(yīng)用到變電站的運(yùn)行管理中并建立統(tǒng)一、明確考核體系的研究成果還較少。同時(shí),國網(wǎng)公司以及各省市電力公司出臺(tái)的相關(guān)細(xì)則是變電站日常管理的基本依據(jù),在制度內(nèi)的創(chuàng)新局限性大,這在一定程度上也限制了這方面更深入的研究。 精益化管理理論的核心特點(diǎn)是減少浪費(fèi),做到“少而精”,這也是研究變電站運(yùn)行管理的主要目的。運(yùn)行值班員工一個(gè)小小的失誤或者誤操作都可能會(huì)給變電站乃至國家造成不可挽救的損失,因此,如何最大程度做到日常運(yùn)行管理的規(guī)范化,提高工作效率,保證變電站的正常運(yùn)行以及電網(wǎng)的安全生產(chǎn),是本文主要研究的問題。此外,以人為本的思想在精益化方法中貫穿始終,該方法除了能夠應(yīng)用在將站內(nèi)工作流程進(jìn)行精益化,還能應(yīng)用于將其內(nèi)部人員行為的規(guī)范轉(zhuǎn)化成一套可執(zhí)行的、有績(jī)效價(jià)值的、可衡量的監(jiān)督考核體系;谌藶橐蛩貜(qiáng)的特點(diǎn),變電運(yùn)行人員在執(zhí)行工作中難免有所偏差,只依靠大量的檢查或是相關(guān)的規(guī)范細(xì)則無法保證執(zhí)行力。有必要從人性化的角度出發(fā),建立員工的監(jiān)督考核體系,做到獎(jiǎng)懲嚴(yán)明,從而確保變電站內(nèi)工作的可控與能控。 本文針對(duì)上述問題,對(duì)精益化方法在變電站運(yùn)行管理中的應(yīng)用進(jìn)行了研究分析,在探討精益化管理思想發(fā)展、內(nèi)涵、基本內(nèi)容及核心工具的基礎(chǔ)上,繪制了變電站設(shè)備巡視、倒閘操作、班組建設(shè)等流程的工作流程圖,提出問題所在的同時(shí)分析了相對(duì)應(yīng)的精益化建設(shè)方案;以人為本,建立了變電站員工的監(jiān)督考核體系。結(jié)合豐泉變電站運(yùn)行管理現(xiàn)狀,將精益化方法應(yīng)用于該站,對(duì)相關(guān)運(yùn)行管理流程進(jìn)行了精益化建設(shè),建立員工的監(jiān)督考核體系,,用實(shí)踐驗(yàn)證了本文所分析方案的合理性,進(jìn)一步體現(xiàn)精益化方法在變電站管理中的有效性與實(shí)用性。本文可為今后變電站運(yùn)行管理精益化建設(shè)提供借鑒。
[Abstract]:Substation is an important part of electric power system, which plays the role of collecting and distributing electric energy. As the first line of labor production in power supply enterprises, the operation of substation directly affects the operation of the whole system. With the globalization of electric power and the increasingly fierce competition of enterprises, it is a thinking innovation to promote the level of operation management of substation to carry out lean management of electric power operation. At present, most of the theoretical researches in this field focus on the construction of substation automation system, and based on the current situation that substation management mainly depends on experience management, lean thinking is applied to substation operation management and unified. Clear appraisal system research results are still relatively small. At the same time, the relevant rules issued by the national power company and the provincial and municipal power companies are the basic basis for the daily management of substations, and the innovation in the system is very limited, which to some extent limits the further research in this area. The core feature of lean management theory is to reduce waste and achieve "less but better", which is also the main purpose of substation operation management. A small mistake or misoperation of the staff on duty may cause irreparable losses to the substation or even the country. Therefore, how to standardize the daily operation management to the greatest extent and improve the working efficiency, The main problem of this paper is to ensure the normal operation of substation and the safe production of power grid. In addition, the people-oriented approach runs through the lean approach, which can be used not only to lean the workflows within the station, but also to translate the norms of the behavior of its insiders into an executable set. Performance value, measurable monitoring and evaluation system. Based on the strong characteristics of human factors, it is inevitable for substation operators to deviate from each other in carrying out their work, and only relying on a large number of inspections or relevant rules and regulations can not guarantee the execution power. It is necessary to set up the supervision and assessment system of staff from the angle of humanization, so as to ensure the controllability and controllability of the work in the substation. In this paper, the application of lean method in substation operation management is studied and analyzed. On the basis of discussing the development, connotation, basic content and core tools of lean management, the inspection of substation equipment is drawn. The flow chart of switching operation, shift construction and other flow charts is put forward, and the corresponding lean construction scheme is analyzed while the problem is put forward, and the supervision and assessment system of substation staff is established based on the principle of "people-oriented". Combined with the present situation of operation and management of Fengquan substation, the lean method is applied to the station, and the relevant operation management process is constructed, and the staff supervision and assessment system is established. The rationality of the scheme analyzed in this paper is verified by practice. Further reflect the effectiveness and practicability of lean method in substation management. This paper can provide reference for the lean construction of substation operation management in the future.
