【摘要】：作為國家級(jí)能源重化工基地,榆林近幾年來經(jīng)濟(jì)飛速發(fā)展,能源化工產(chǎn)業(yè)項(xiàng)目建設(shè)欣欣向榮。能源化工產(chǎn)業(yè)的發(fā)展和項(xiàng)目的快速建設(shè)大幅度增加了用地需求,建設(shè)用地的使用總量呈快速上升趨勢(shì),出現(xiàn)了建設(shè)用地指標(biāo)日趨緊缺的現(xiàn)象。此外,由于基地處于生態(tài)環(huán)境脆弱地區(qū),煤炭、石油、天然氣、巖鹽等資源的采掘和開發(fā),加劇了發(fā)展與生態(tài)環(huán)境保護(hù)和耕地保護(hù)的矛盾,工業(yè)發(fā)展、城鎮(zhèn)外延擴(kuò)張、城市基礎(chǔ)設(shè)施建設(shè)等都需要占用一定的土地,增加了土地資源利用和保護(hù)的壓力。本研究以此為切入點(diǎn),重點(diǎn)研究榆林能源重化工基地的土地利用問題,主要內(nèi)容如下：1)第1、2部分,主要是分析研究背景,總結(jié)國內(nèi)外研究現(xiàn)狀,構(gòu)建研究框架和研究思路,梳理主要土地利用相關(guān)理論。2)第3部分,分析榆林能源重化工基地土地利用現(xiàn)狀,結(jié)合其社會(huì)經(jīng)濟(jì)發(fā)展?fàn)顩r,總結(jié)土地利用存在問題,對(duì)基地土地利用進(jìn)行SWOT分析,提出四種土地利用戰(zhàn)略。3)第4部分,構(gòu)建模型計(jì)量園區(qū)土地利用規(guī)模,并優(yōu)化安排其時(shí)空布局,確定土地利用方向。通過園區(qū)投資規(guī)模與用地面積計(jì)算出投資強(qiáng)度,再結(jié)合國家對(duì)不同工業(yè)項(xiàng)目建設(shè)用地的控制指標(biāo)規(guī)定來實(shí)施用地規(guī)模的預(yù)測(cè),從而依據(jù)各園區(qū)的投資規(guī)模確定出榆林能源重化工基地“二區(qū)六園”的用地規(guī)模。并結(jié)合基地各園區(qū)的資源稟賦特點(diǎn)和生態(tài)環(huán)境條件,在時(shí)間和空間上優(yōu)化土地利用安排。4)第5部分,分析土地利用模式影響因素,借鑒國內(nèi)外土地利用模式,構(gòu)建基地環(huán)境友好型土地利用模式。人口增加、資源環(huán)境條件約束、GDP增長、產(chǎn)業(yè)結(jié)構(gòu)變化、經(jīng)濟(jì)增長方式轉(zhuǎn)變以及社會(huì)制度創(chuàng)新等是影響土地利用模式的因素。借鑒國內(nèi)外園區(qū)建設(shè)經(jīng)驗(yàn),根據(jù)基地自然資源特點(diǎn)和生態(tài)環(huán)境條件,構(gòu)建環(huán)境友好型土地利用模式,采用階段性建設(shè)方案,逐步實(shí)施,實(shí)現(xiàn)基地可持續(xù)發(fā)展。5)第6部分,總結(jié)全文,并提出相應(yīng)對(duì)策建議。
[Abstract]:As a national base of energy and heavy chemical industry, Yulin has developed rapidly in recent years, and the construction of energy and chemical industry project is flourishing. The development of energy and chemical industry and the rapid construction of projects have greatly increased the demand for land use, the total amount of construction land use has a rapid upward trend, and there is a growing shortage of construction land indicators. In addition, because the base is located in fragile areas of the ecological environment, the exploitation and exploitation of coal, oil, natural gas, rock salt and other resources have aggravated the contradiction between development and ecological environment protection and cultivated land protection, industrial development, and the extension of cities and towns. Urban infrastructure construction needs to occupy a certain amount of land, which increases the pressure of land use and protection. This research takes this as the breakthrough point, studies the Yulin energy heavy chemical industry base's land use question emphatically, the main content is as follows: 1: 1) second part, mainly analyzes the research background, summarizes the domestic and foreign research present situation, constructs the research frame and the research thought, The third part analyzes the present situation of land use in Yulin energy and heavy chemical industry base, sums up the existing problems of land use, and makes SWOT analysis on the land use of Yulin energy and chemical industry base, combined with its social and economic development. The fourth part of this paper proposes four kinds of land use strategies (3), constructs a model to measure the scale of land use in the park, optimizes its spatial and temporal distribution, and determines the direction of land use. The investment intensity is calculated through the investment scale and the land area of the park, and the forecast of the land use scale is carried out in combination with the national regulations on the control index of the construction land for different industrial projects. Therefore, according to the investment scale of each park, the land scale of Yulin energy and heavy chemical base "two districts and six gardens" is determined. Combined with the resource endowment characteristics and ecological environment conditions of each base park, optimizing the land use arrangement in time and space, part 5, analyzes the influencing factors of the land use pattern, and draws lessons from the domestic and foreign land use patterns. Construct the base environmental friendly land use mode. The factors that influence the land use pattern are population increase, resource environment condition, GDP growth, industrial structure change, economic growth mode change and social system innovation. Based on the experience of park construction at home and abroad, and according to the characteristics of natural resources and ecological environment of the base, this paper constructs an environment-friendly land use model, adopts a phased construction plan, and implements it step by step to realize the sustainable development of the base. Summarize the full text and put forward the corresponding countermeasures and suggestions.
