我國城市發(fā)展新能源的評價指標體系和案例應用研究

【摘要】:城市區(qū)域內新能源的利用不僅關系著城市能源利用結構,也是建設低碳生態(tài)城市的重要組成部分,同時對我國新能源產業(yè)的發(fā)展也具有重要的推動作用。目前我國城市應用新能源的比例較低,相關評價指標體系尚不完善,建立城市區(qū)域內新能源利用評價指標體系對城市發(fā)展新能源利用至關重要。 每一類型的新能源對城市的影響都是多方面的,同時不同類型新能源對城市產生影響也大不相同。本研究采用多屬性評估方法層次分析法,將新能源對城市發(fā)展的影響從經濟發(fā)展、社會穩(wěn)定、環(huán)境保護和投資負擔四方面進行分析,并采用專家咨詢法建立了勞動就業(yè)、GDP貢獻、項目盈利能力、土地征用、社會認同度、溫室氣體排放、環(huán)境污染、單位投資比等8項影響要素的評價指標。該評價指標與目前我國城市中應用主要類型的新能源相結合,構建了從新能源類型到評價指標再到城市發(fā)展新能源總體目標的層次結構,進而建立了城市發(fā)展新能源的評價指標體系。該評價指標體系的結果是對城市優(yōu)先發(fā)展的新能源進行排序,共需建立9個權重矩陣,其中8個矩陣為固定矩,,1個為特色矩陣。固定矩陣的取值在一定時期內是不變的,而特色矩陣取值與所評價城市發(fā)展定位、產業(yè)基礎和自然條件相關。 本研究選擇了各具特色的泰安市和揚州市作為案例城市,通過研究兩個城市區(qū)域內新能源發(fā)展現(xiàn)狀、產業(yè)基礎、城市定位,并結合政府相關政府部門相關建議、企業(yè)建議、行業(yè)專家建議建立兩城市的特色矩陣并進行賦值。通過聯(lián)立特色矩陣與8項固定矩陣,求解得出兩典型城市優(yōu)先發(fā)展的新能源排序,并根據(jù)兩個城市權重矩陣計算結果和發(fā)展基礎提出了泰安市和揚州市城市發(fā)展新能源規(guī)劃目標和發(fā)展建議。最后根據(jù)泰安市和揚州市新能源發(fā)展實踐中的結論提出我國現(xiàn)階段城市發(fā)展新能源的原則和建議。
[Abstract]:The utilization of new energy in urban areas is not only related to the structure of urban energy utilization, but also an important part of the construction of low-carbon ecological city, and also plays an important role in promoting the development of new energy industry in China. At present, the proportion of new energy used in cities in China is relatively low, and the related evaluation index system is not perfect. It is very important to establish the evaluation index system of new energy utilization in urban areas for the development of new energy utilization. Each type of new energy has many effects on cities, and different types of new energy have different effects on cities. In this study, the impact of new energy on urban development is analyzed from four aspects: economic development, social stability, environmental protection and investment burden, and the contribution of labor employment to GDP is established by expert consultation method. Project profitability, land expropriation, social identity, greenhouse gas emissions, environmental pollution, unit investment ratio, etc. The evaluation index is combined with the main types of new energy used in the cities of our country at present, and the hierarchical structure from the new energy type to the evaluation index and to the overall goal of the new energy development in the city is constructed. Furthermore, the evaluation index system of new energy sources for urban development is established. The result of the evaluation index system is to sort the new energy sources that give priority to the development of the city. Nine weight matrices are set up, of which 8 matrices are fixed moments and one is characteristic matrix. The value of fixed matrix is invariable in a certain period, and the value of characteristic matrix is related to the orientation of urban development, industrial basis and natural conditions. This study selected Taian City and Yangzhou City with their own characteristics as case cities, through the study of the status quo of new energy development, industrial basis, urban positioning, and combined with the relevant government departments, enterprise suggestions, Industry experts recommend the establishment of the two cities of the characteristics of the matrix and the assignment. Through simultaneous characteristic matrix and 8 fixed matrices, the order of new energy which two typical cities give priority to development is obtained. According to the calculation results and the development foundation of the two cities' weight matrix, the paper puts forward the target and development suggestion of the new energy resources development in Taian city and Yangzhou city. Finally, according to the conclusion of the new energy development practice in Taian city and Yangzhou city, the paper puts forward the principles and suggestions for the development of new energy in the present stage of our country.
