【摘要】：中國的海外石油大部分來自中東、北非等國內(nèi)形勢不穩(wěn)定的國家和地區(qū),因此,中國對拉美的石油投資就是一個(gè)新選擇。而這種選擇也是基于雙方互惠互利的基本原則：一方面,中國政府鼓勵(lì)并支持企業(yè)投資拉美國家以滿足對石油的需求；另一方面,拉美國家也歡迎中國投資,因?yàn)橥赓Y的引入會加快本地的經(jīng)濟(jì)社會發(fā)展。除民主制度需要逐漸鞏固和加強(qiáng)之外,尤其需要注意的是,由于近些年良好的宏觀經(jīng)濟(jì)調(diào)控,拉美大部分國家已經(jīng)擺脫了金融危機(jī)的影響。 之所以選擇阿根廷,是因?yàn)樵诶绹抑?阿根廷是最大的西班牙語系的國家,并且是國土面積第二大的拉美國家。阿根廷擁有探明石油儲量23億桶,石油產(chǎn)量約為76.3萬桶／天,其中原油66萬桶／天。自1972年中國與阿根廷建交以來,中阿雙邊關(guān)系突飛猛進(jìn),戰(zhàn)略伙伴關(guān)系日益鞏固。豐富的石油資源為中阿石油戰(zhàn)略合作確定了可能性,牢固的傳統(tǒng)友誼和相對穩(wěn)定的國內(nèi)形勢為進(jìn)一步深化中阿石油合作奠定了基礎(chǔ)。目前,中國已經(jīng)是阿根廷的第二大貿(mào)易伙伴,同時(shí)也是阿根廷最大的外國直接投資國家。 本文的主旨是,希望通過對中國在阿根廷石油投資的基本現(xiàn)狀進(jìn)行梳理,進(jìn)一步對其中所存在的風(fēng)險(xiǎn)與問題進(jìn)行探討,再而展望中阿石油戰(zhàn)略合作的未來發(fā)展前景。使得作為推進(jìn)中國國家石油戰(zhàn)略多元化努力的中阿石油貿(mào)易能夠健康發(fā)展,確保中國和平發(fā)展所需的能源需求的持續(xù)、穩(wěn)定的供應(yīng),推動(dòng)中國與拉美地區(qū)國家間的交流與友誼。
[Abstract]:Most of China's overseas oil comes from unstable countries and regions such as the Middle East and North Africa, so China's oil investment in Latin America is a new option. This choice is also based on the fundamental principle of mutual benefit: on the one hand, the Chinese government encourages and supports enterprises to invest in Latin American countries to meet the demand for oil; on the other hand, Latin American countries also welcome Chinese investment. Because the introduction of foreign investment will speed up the local economic and social development. Apart from the gradual consolidation and strengthening of democracy, it is particularly important to note that, thanks to good macroeconomic regulation in recent years, most Latin American countries have emerged from the effects of the financial crisis. Argentina is chosen because it is the largest Spanish-speaking country in Latin America and the second largest in size. Argentina has proven oil reserves of 2.3 billion barrels and oil production of about 763000 barrels per day, of which 660000 barrels of crude oil per day. Since the establishment of diplomatic relations between China and Argentina in 1972, bilateral relations between China and Argentina have advanced by leaps and bounds and the strategic partnership has been increasingly consolidated. The rich petroleum resources have established the possibility for the strategic cooperation between China and Argentina, and the firm traditional friendship and the relatively stable domestic situation have laid the foundation for further deepening the Sino-Arab oil cooperation. At present, China is Argentina's second largest trading partner and Argentina's largest foreign direct investment country. The purpose of this paper is to carve out the basic situation of China's oil investment in Argentina, to further discuss the risks and problems existing therein, and to look forward to the future development prospects of Sino-Argentine petroleum strategic cooperation. So as to promote the diversification of China's national oil strategy, Sino-Arab oil trade can develop healthily, ensure the sustainable and stable supply of energy demand for China's peaceful development, and promote exchanges and friendship between China and Latin American countries.
