【摘要】：“十五”以來,隨著我國國防科技工業(yè)的快速發(fā)展和軍事現(xiàn)代化的重大變革,國家在軍工固定資產(chǎn)投資建設(shè)方面的投入力度不斷加強(qiáng),科研機(jī)構(gòu)承擔(dān)的軍工固定資產(chǎn)投資項(xiàng)目越來越多,這不僅促進(jìn)了科研機(jī)構(gòu)在裝備研制和生產(chǎn)領(lǐng)域的快速發(fā)展,保障了武器裝備急需,也為推動技術(shù)創(chuàng)新、加快相關(guān)領(lǐng)域技術(shù)趕超世界前沿奠定了堅(jiān)實(shí)基礎(chǔ)。但由于科研機(jī)構(gòu)缺乏固定資產(chǎn)投資項(xiàng)目的專業(yè)管理團(tuán)隊(duì)和完善的管理系統(tǒng),專職管理人員流動性大、制度不健全、風(fēng)險(xiǎn)意識不夠且缺少有效的應(yīng)對措施,項(xiàng)目風(fēng)險(xiǎn)管理已經(jīng)成為確保實(shí)現(xiàn)項(xiàng)目目標(biāo)的重要手段之一。 本文圍繞科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目風(fēng)險(xiǎn)的形成、評價(jià)、控制等諸多問題展開研究。一是結(jié)合項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)知識,論述了固定資產(chǎn)投資項(xiàng)目的管理理論和基本概念；二是對科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目的管理現(xiàn)狀和存在問題進(jìn)行了分析,提出了項(xiàng)目風(fēng)險(xiǎn)管理的必要性,并對科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目的風(fēng)險(xiǎn)識別開展了研究,形成了風(fēng)險(xiǎn)識別清單；三是針對科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目生命周期中的立項(xiàng)前期、過程實(shí)施、竣工驗(yàn)收三個(gè)主要階段,利用層次分析法對主要流程環(huán)節(jié)中的風(fēng)險(xiǎn)進(jìn)行了評價(jià),并研究了相應(yīng)的風(fēng)險(xiǎn)控制策略；四是結(jié)合某軍工固定資產(chǎn)投資項(xiàng)目案例開展了實(shí)證研究,根據(jù)風(fēng)險(xiǎn)分析結(jié)果提出了有關(guān)控制措施和方案。 從目前科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目的風(fēng)險(xiǎn)管理工作現(xiàn)狀看,通過本文研究,可以為管理者提高科研機(jī)構(gòu)軍工固定資產(chǎn)投資項(xiàng)目的風(fēng)險(xiǎn)意識和管理水平提供一些有價(jià)值的參考,及時(shí)識別項(xiàng)目主要環(huán)節(jié)中存在或面臨的重大風(fēng)險(xiǎn),采取相應(yīng)措施,有針對性的回避、控制、轉(zhuǎn)移各項(xiàng)風(fēng)險(xiǎn)的影響,提高項(xiàng)目投資效益,提升建設(shè)效果,實(shí)現(xiàn)國有資產(chǎn)保值增值。
[Abstract]:Since the 10th Five-Year Plan, with the rapid development of China's defense science and technology industry and the major changes in military modernization, the state's investment in fixed assets investment in military industry has been continuously strengthened. Scientific research institutions are undertaking more and more investment projects in fixed assets of military industry. This not only promotes the rapid development of scientific research institutions in the field of equipment development and production, but also guarantees the urgent need for weapons and equipment, and also promotes technological innovation. Speeding up the relevant fields of technology to catch up with the world frontier laid a solid foundation. However, due to the lack of professional management team and perfect management system for fixed assets investment projects in scientific research institutions, the full-time managers are highly mobile, the system is not perfect, the risk awareness is not enough and the effective countermeasures are lacking. Project risk management has become one of the important means to ensure the realization of project objectives. This paper focuses on the formation, evaluation and control of the risk of fixed assets investment in military industry. The first is to discuss the management theory and basic concept of fixed assets investment project based on the related knowledge of project risk management, the second is to analyze the current situation and existing problems of military industry fixed assets investment project management in scientific research institutions. The necessity of project risk management is put forward, and the risk identification of fixed assets investment project of military industry in scientific research institutions is studied, and the risk identification list is formed. Thirdly, aiming at the three main stages of the life cycle of the fixed assets investment project of military industry in scientific research institutions, including the early stage, the implementation of the process, the completion and acceptance of the project, the risk in the main process link is evaluated by the Analytic hierarchy process (AHP). The paper also studies the corresponding risk control strategies. Fourthly, the paper carries out an empirical study based on the case of a fixed assets investment project in military industry, and puts forward the relevant control measures and schemes according to the results of risk analysis. From the current situation of risk management of fixed assets investment projects in military industry in scientific research institutions, through this study, It can provide some valuable reference for managers to raise the risk awareness and management level of fixed assets investment projects of military industry in scientific research institutions, identify in time the major risks existing or faced in the main links of the projects, and take appropriate measures. To avoid, control and transfer the influence of various risks, improve the investment benefit of the project, improve the construction effect, and realize the maintenance and increase of the value of the state-owned assets.
