【摘要】:電網(wǎng)建設(shè)工程是國家基本建設(shè)的重要組成部分,,每年電網(wǎng)企業(yè)都有許多電網(wǎng)建設(shè)工程項目。在電網(wǎng)工程建設(shè)如火如荼進(jìn)行的同時,我們也必須充分注意到:電網(wǎng)建設(shè)工程項目由于投資巨大、工期冗長,在工程建設(shè)過程中經(jīng)常會受到各種不確定性因素即工程項目風(fēng)險因素的干擾,并且影響的時間與空間往往貫穿于電網(wǎng)建設(shè)工程項目整個生命周期,已經(jīng)造成投資決策失誤和效益低下等多方面嚴(yán)重后果。我國的工程風(fēng)險管理,尤其是電網(wǎng)建設(shè)工程項目風(fēng)險管理起步相對較晚,無論是理論研究還是實踐應(yīng)用方面均存在者不足。因此,加強電網(wǎng)建設(shè)工程項目風(fēng)險管理的專題研究工作,對于提高電網(wǎng)企業(yè)及其工程項目的風(fēng)險意識,切實掌握工程項目風(fēng)險識別技術(shù),積極開展風(fēng)險評估與分析,及時防范和化解工程項目風(fēng)險,提高電網(wǎng)工程項目的建設(shè)管理水平和投資效益,具有重要的理論和現(xiàn)實意義。 本文立足內(nèi)蒙古電力公司電網(wǎng)建設(shè)工程項目實際,就其風(fēng)險管理做進(jìn)一步的探討和研究。首先,本文詳細(xì)闡述了電網(wǎng)建設(shè)工程項目風(fēng)險管理的基本理論,包括工程項目風(fēng)險的原因與分類,風(fēng)險管理的目標(biāo)與內(nèi)容。其次,文章從工程項目風(fēng)險識別方法和風(fēng)險分析與評估方法兩方面對風(fēng)險管理方法進(jìn)行了全面闡述。最后,本文緊密結(jié)合內(nèi)蒙古電力公司電網(wǎng)建設(shè)工程項目之一——“220KV輸電項目”將上述理論進(jìn)行了應(yīng)用,包括該項目的風(fēng)險識別、分析并給出了相應(yīng)的風(fēng)險應(yīng)對措施。 本文從大處著眼,小處著手,探索了電網(wǎng)建設(shè)工程項目風(fēng)險管理的內(nèi)在規(guī)律,闡述了改進(jìn)優(yōu)化電網(wǎng)建設(shè)工程項目風(fēng)險管理建議。這不僅為推動內(nèi)蒙古電網(wǎng)建設(shè)工程項目發(fā)展貢獻(xiàn)了力量,也為同類電網(wǎng)企業(yè)的工程項目風(fēng)險管理提供參考借鑒。
[Abstract]:Power grid construction project is an important part of national capital construction, every year there are many grid construction projects in power grid enterprises. While the construction of the power grid project is in full swing, we must also pay full attention to the fact that because of the huge investment in the power grid construction project, the duration of the project is long. In the process of engineering construction, it is often disturbed by various uncertain factors, that is, engineering project risk factors, and the time and space of influence often run through the whole life cycle of power grid construction project. Has caused investment decision-making mistakes and low efficiency and other serious consequences. In China, engineering risk management, especially in power grid construction project, starts relatively late, and there is a shortage in both theoretical research and practical application. Therefore, to strengthen the special research work of risk management in power grid construction project can improve the risk awareness of power grid enterprises and their engineering projects, effectively master the risk identification technology of engineering projects, and actively carry out risk assessment and analysis. It is of great theoretical and practical significance to prevent and resolve the project risk and improve the construction management level and investment efficiency of the power grid project in time. Based on the actual situation of power grid construction project of Inner Mongolia Electric Power Company, this paper makes further discussion and research on its risk management. Firstly, the basic theory of project risk management in power grid construction project is described in detail, including the cause and classification of project risk, the goal and content of risk management. Secondly, the paper expounds the risk management method from two aspects: project risk identification method and risk analysis and evaluation method. Finally, the above theory is applied to Inner Mongolia Electric Power Company's power grid construction project "220KV transmission project", including the risk identification of the project, and the corresponding risk countermeasures are given. This paper probes into the inherent law of risk management in power grid construction project from the point of view of big place and small place, and expounds the suggestion of improving and optimizing the risk management of power grid construction project. This not only contributes to the development of Inner Mongolia Power Grid construction project, but also provides reference for the project risk management of similar power grid enterprises.
